Abstract
Garam industri merupakan salah satu bahan baku utama dalam beberapa sektor industri. Bahan baku garam yang digunakan memiliki spesifikasi khusus yaitu kandungan kadar NaCl 97% dan bebas dari impuritas. Pemenuhan kebutuhan garam industri nasional masih mengandalkan kuota impor akibat ketidakmampuan industri garam nasional. Pada tahun 2019, industri garam nasional hanya dapat memenuhi 49,71% dari total kebutuhan nasional 4,46 juta ton dengan proporsi garam industri sebesar 83,86%. Oleh karena itu, pemerintah mencanangkan Indonesia mandiri garam dengan melakukan pengembangan lahan di beberapa wilayah, salah satunya Desa Nunkurus, Kupang. Terdapat 60.000 ha lahan yang diprediksi mampu memproduksi 2,6 juta ton garam setiap tahunnya. Melihat potensi yang besar tersebut dan kondisi fasilitas serta infrstruktur yang belum memadai, penelitian ini dilakukan untuk menganalisa dan merancang desain yang mengintegrasikan antara kegiatan produksi dan distribusi garam agar mampu mengakomodasi target produksi dan menjaga kualitas garam hingga ke titik tujuan. Metode yang digunakan adalah metode benchmarking untuk perancangan desain dan optimasi untuk penentuan keputusan kapal serta biaya satuan pengiriman. Hasil dari penelitian ini adalah dibutuhkan lahan seluas 9.752 ha dengan lama produksi rata-rata di angka 2,74 hari. Adapun untuk teknologi produksi dibutuhkan 3 unit salt harvester, 70 unit dump truck, dan 159 mesin pengolahan. Dari sisi distribusi, melalui hasil optimasi didapat 5 kapal yang ditugaskan dengan muatan terangkut 2,48 juta ton. Dengan menggunakan desain ini, maka disimpulkan integrasi harga produksi dan distribusi garam industri adalah Rp 282.251 per ton dengan 22 kali shipping dalam 1 tahun produksi, serta 1 ha lahan membutuhkan 94,69 ton DWT untuk distribusi.

Industrial salt is one of the main raw materials in several industrial sectors. The salt raw material used has special specifications, namely the content of 97% NaCl and free from impurities. Fulfilling the need for national industrial salt still relies on import quotas due to the inability of the national salt industry. In 2019, the national salt industry could only meet 49.71% of the total national demand of 4.46 million tons with the proportion of industrial salt being 83.86%. Therefore, the government has declared a salt-independent Indonesia by developing land in several areas, one of which is Nunkurus Village, Kupang. There are 60,000 ha of land which is predicted to be able to produce 2.6 million tons of salt annually. Seeing the great potential and the inadequate condition of facilities and infrastructure, this research was conducted to analyze and create a design that integrates salt production and distribution activities in order to accommodate production targets and maintain salt quality to the point of destination. The method used is benchmarking method for creating design and optimization for determining ship decisions and shipping unit costs. The result of this research is that 9,752 ha of land is needed with an average production time of 2.74 days. As for the production technology, 3 units of salt harvester are needed, 70 units of dump trucks, and 159 processing machines. In terms of distribution, through the optimization results, 5 ships were assigned with a transported cargo of 2.48 million tons. By using this design, it is concluded that the integration of the production and distribution price of industrial salt is Rp. 282,251 per tonne with 22 shipping times in 1 year of production, and 1 ha of land requires 94.69 tons of DWT for distribution.
