Abstract
Pertumbuhan bangunan gedung secara nasional menunjukkan adanya kemajuan yang sangat pesat termasuk di Kota Surabaya. Bangunan gedung harus memiliki status yang jelas dan memiliki Izin Mendirikan Bangunan (IMB). Permasalahannya banyak terjadi pelanggaran terhadap aturan ini. Penelitian ini akan menganalisa tentang ketidaksesuaian perijinan bangunan gedung yang ada di wilayah Surabaya. Penelitian ini merupakan penelitian deskriptif dengan variabel yang diamati adalah bentuk bangunan, intensitas bangunan, perhitungan struktur, tata ruang, dan emergency facilities. Responden penelitian ini adalah pemilik bangunan gedung, staf perijinan, dan konsultan bangunan yang terdiri dari 45 orang. Teknik pengumpulan data menggunakan angket dan wawancara. Teknik analisis data menggunakan analisis deskriptif kuantitatif. Hasil penelitian ini adalah sebagai berikut: (1) Bentuk bangunan menunjukkan kesesuaian dengan perijinan, (2) Intensitas bangunan menunjukkan 33,33% sesuai, sedangkan 66,67% tidak sesuai, (3) Perhitungan struktur bangunan gedung menunjukkan kesesuaian dengan perijinan, (4) Tata ruang bangunan menunjukkan 40% sesuai, sedangkan 60% tidak sesuai, (5) Emergency facilities menunjukkan kesesuaian dengan perijinan.

The growth of buildings nationally shows very rapid progress, including
in the city of Surabaya. The building must have a clear status and have a Building
Permit (IMB). The problem is that there are many violations of this rule. This study
will analyze the incompatibility of building permits in the Surabaya area. This
research is a descriptive study with the observed variables are the shape of the
building, the intensity of the building, the calculation of the structure, spatial
planning, and emergency facilities. Respondents in this study were building owners,
permit staff, and building consultants consisting of 45 people. Data collection
techniques using questionnaires and interviews. The data analysis technique used
quantitative descriptive analysis. The results of this study are as follows: (1) The
shape of the building shows conformity with the permit, (2) the intensity of the
building shows 33,33% is appropriate, while 66.67% is not suitable, (3) The
calculation of the structure of the building shows conformity with the permit, ( 4)
The layout of the building shows that 40% is suitable, while 60% is not suitable,
(5) Emergency facilities show that it is by permits.
