Abstract
PT. PAL Indonesia (Persero) merupakan perushaan negara yang bergerak di bidang industri galangan kapal dengan cakupan aktivitas produksi dan maintenance untuk mendukung keberhasilan tersebut maka perusahaan dituntut untuk mereduksi waste yang ada pada aktivitasnya, namun dalam aktivitas pengelolaan material plat baja pada Divisi Harkan (Pemeliharaan dan Perbaikan) ditemukan beberapa non-value-added activity yang menyebabkan 68% pengerjaan mengalami keterlambatan (periode 2021), hal ini mengakibatkan penurunan mutu dari jasa perbaikan kapal PT PAL Indonesia Persero.
Untuk mengkaji faktor penyebab waste pada proses perbaikan kapal Divisi Harkan PT PAL Indonesia persero dilakukan tahap pertama yaitu melakukan studi lapangan dan pustaka sehingga dapat diketahui data apa yang perlu dikumpulkan untuk mengkaji hal tersebut. Data yang akan diolah pada penelitian ini merupakan data histori tahun 2021. Data tersebut diolah dan dianalisis dengan membuat Big Picture Mapping (BPM) terlebih dahulu dan dilanjutkan dengan metode DMAIC. Langkah yang diterapkan untuk melakukan metode tersebut yaitu pertama pembuatan Process Activity Mapping (PAM). Kegiatan Value Added dioptimalkan dan yang mempunyai kategori NVA (Not Value-Added) pada PAM dikaji lebih dalam dengan menggunakan RCA (Root Cause Analysis) metode 5 why’s analysis. Dari sekian banyak faktor penyebab waste tersebut akan dipilih berdasarkan potensi perbaikan untuk Divisi Harkan PT PAL Indonesia persero. Hasil pilihan tersebut dikaji kembali sehingga dapat menentukan suatu rekomendasi yang tepat.
Berdasarkan hasil analisa yang didapatkan bahwa terdapat tiga bagian faktor penyebab waste yaitu bagian penjadwalan, management, human error dan alat/fasilitas. tiga bagian tersebut menghasilkan sepuluh rekomendasi yang diajukan. Rekomendasi tersebut yaitu membuat work instruction untuk alat, melakukan training instruction untuk maintenance, penambahan pekerja untuk mempercepat proses, pembuatan sistem digital untuk kondisi alat dan fasiltas, pembuatan sistem digital untuk surat menyurat, penjaadwalan untuk maintenance dan overhaul, membuat logbook alat, melakukan analisis kembali secara detail mengenai beban kerja pada proses hull scraping dan perbaikan lambung kapal, dan analisis demand beserta jenis material guna pemenuhan stock jangka panjang material plat baja.

PT. PAL Indonesia (Persero) is a state company engaged in the shipbuilding industry with a scope of production and maintenance activities to support this success, the company is required to reduce the waste in its activities, but in steel plate material management activities in the Harkan Division (Maintenance and Repair) ) found several non-value-added activities which caused 68% of work to be delayed (period 2021), this resulted in a decrease in the quality of ship repair services of PT PAL Indonesia Persero.
To examine the factors that cause waste in the ship repair process of the Harkan Division of PT PAL Indonesia Persero, the first stage is carried out, namely conducting field and literature studies so that it can be seen what data needs to be collected to study this. The data to be processed in this research is the historical data for 2021. The data is processed and analyzed by making Big Picture Mapping (BPM) first and followed by the DMAIC method. The steps used to carry out this method are the first to make Process Activity Mapping (PAM). Value Added activities are optimized and those with the NVA (Not Value-Added) category in PAM are studied more deeply using RCA (Root Cause Analysis) 5 why's analysis method. Of the many factors causing the waste, it will be selected based on potential improvements for the PT PAL Indonesia Persero's Harkan Division. The results of these choices are reviewed so that an appropriate recommendation can be determined.
Based on the results of the analysis, it was found that there are three parts of the factors that cause waste, namely scheduling, management, human error and tools/facilities. the three sections resulted in ten proposed recommendations. The recommendations are making work instructions for tools, conducting training instructions for maintenance, adding workers to speed up the process, making a digital system for the condition of tools and facilities, making a digital system for correspondence, scheduling for maintenance and overhaul, adding rules regarding loading lists, making tool logbooks, conducting a detailed re-analysis of the workload on the hull scraping process and ship hull repair, and analysis of demand and types of materials to fulfill long-term stock of steel plate material.
