Abstract
Tingginya angka peningkatan penyebaran COVID-19 di Indonesia membuat pemerintah semakin memperketat protokol kesehatan yang ada. Berbagai kebijakan percepatan penanganan pandemi COVID-19 telah diterapkan. Tingginya angka pergerakan masyarakat setiap hari menjadikan kebijakan-kebijakan tersebut kurang efektif untuk membendung laju penyeberan COVID-19. Seiring berjalannya waktu teknologi berkembang lebih canggih. Teknologi website memiliki peran yang sangat penting sebagai sumber media informasi. Smart Government merupakan sebuah website yang memiliki fungsi sebagai wadah untuk melakukan pengawasan terhadap smart-transportation dan smart-building serta dapat melakukan contact-tracing COVID-19 melalui identifikasi terhadap orang-orang yang melakukan kontak dengan pasien positif COVID-19. Sehingga memudahkan pihak terkait untuk melakukan monitoring dan deteksi dini COVID-19 dengan mengusung konsep smart-city.
Perancangan antarmuka pengguna dilakukan dengan menggunakan metodologi Design Thinking. Observasi kebutuhan pengguna dilakukan melalui proses analisis perilaku dan studi literatur yang diolah ke dalam Empathy Map. Proses berlanjut untuk mencari pain point dan goals dari user sehingga dapat menghasilkan dan menciptakan ide solusi untuk kebutuhan user. Setelah serangkaian proses analisis dilakukan, proses perancangan dimulai dari menyusun komponen antarmuka pengguna hingga prototype nya.
Untuk dapat mengukur tingkat kenyamanan pengguna, kelayakan prototype dari website, dan antarmuka nya, maka dilakukan pengujian usability dengan skala success rate guna menganalisis pengalaman pengguna dalam penggunaan prototype website tersebut.

The high rate of increasing spread of COVID-19 in Indonesia has made the government increasingly tighten existing health protocols. Various policies to accelerate the handling of the COVID-19 pandemic have been implemented. High rate of daily movement of people, makes these policies less effective to stem the spread of COVID-19. Over time, technology become more sophisticated. Website technology has a very important role as a source of information media. Smart Government is a website that has function as forum for monitoring smart-transportation and smart buildings, that can carry out COVID-19 contact-tracing through identification of people who have contact with positive COVID-19 patients.
The design of user interface is carried out using a Design Thinking methodology, it’s focuses on users who are expected to identify and understand users. The design of the user interface is carried out using the Design Thinking methodology. Observation of user needs, carried out through a behavioral analysis process and literature study which will be processed into an Empathy Map. The process continues to find pain points and goals from users, so that they can generate and create solution ideas for user needs. After a series of analysis processes are carried out, the design process starts from compiling user interface components to the prototype.
This makes it easier for related parties to carry out monitoring and early detection of COVID-19 by carrying out the smart-city concept. To be able to measure the level of user comfort, the feasibility of the website prototype, and its interface, usability testing is carried out with a success rate scale to analyze user experience in using the website prototype.
