Abstract
Kabupaten Pulau Morotai adalah nama sebuah pulau sekaligus kabupaten definitif baru yang terletak di Kepulauan Maluku, Indonesia. Morotai juga terkenal dengan keindahan bawah lautnya. Namun terdapat kendala dimana aksesibiltas untuk menuju wisata maritim yang berada di sekitar Morotai Selatan yang banyak menggunakan perahu nelayan serta minimnya fasilitas keamanan di dermaga dan transportasi yang laut yang tersedia. Akses menuju pulau-pulau tersebut antara 60-90 menit dengan menggunakan perahu speedboat yang kapasitasnya antara 6-12 orang. Sementara dermaga yang digunakan untuk naik turun penumpang adalah dermaga yang dibangun sementara oleh masyarakat lokal. Disisi lain pulau Morotai akan dibangun Waterfrontcity diharapkan dengan dibangunnya Waterfrontcity dapat meningkatkan fasilitas transportasi laut, serta menunjang program Kementrian Pariwisata yang menjadikan Pulau Morotai sebagai salah satu dari 10 destinasi wisata prioritas. Pada penelitian ini, dilakukan analisis nilai aksesibilitas lokasi wisata di Pulau Morotai dengan mengukur jarak antar wisata dan mencari travel time, travel cost serta nilai aksesibilitas moda speedboat dan seaplane, kapasitas antara penggunaan transportasi speedboat dengan transportasi seaplane dalam berwisata di antar pulau pada sekitar pulau Morotai dan juga dianalisis untuk mengetahui efektifitas penyediaan alternative moda.. Dari hasil penelitian didapatkan perbandingan travel time pada Moda Seaplane lebih cepat namun travel cost lebih tinggi. Untuk moda speedboat didapatkan nilai travel time lebih lama namun travel cost lebih rendah. Untuk nilai aksesibilitas antara speedboat dan seaplane moda Speedboat memiliki nilai indeks aksesibilitas lebih rendah dengan indeks 162,23 serta moda Seaplane dengan indeks lebih tinggi 173,49 Untuk rute perjalanan ke pulau Metita. serta indeks aksesibilitas terendah di dapatkan pada rute pergerakan menuju pulau Dodola dengan indeks 150,85 pada Speedboat dan 164,52 pada Seaplane. Hasil ini menujukan secara aksesibilitas moda Seaplane memliki daya tarik lebih tinggi. Berdasarkan hasil penelitian lebih sesuai dengan kebutuhan masyarakat dan wisatawan dalam melakukan perjalan di Pulau Morotai, Provinsi Maluku Utara.

Morotai Island Regency is the name of an island as well as a new definitive
district located in the Maluku Islands, Indonesia. Morotai is also famous for its
underwater beauty. However, there are obstacles where accessibility to maritime
tourism around South Morotai uses fishing boats and the lack of security facilities at the
dock and available sea transportation. Access to these islands takes between 60-90
minutes by using a speedboat with a capacity of between 6-12 people. Meanwhile, the
pier used to get on and off passengers is a temporary pier built by the local community.
On the other hand, Morotai Island will be built a Waterfrontcity. It is hoped that with
the construction of Waterfrontcity, it can improve sea transportation facilities, as well as
support the Ministry of Tourism's program which makes Morotai Island one of the 10
priority tourist destinations.
In this study, an analysis of the accessibility value of tourist sites on Morotai
Island was carried out by measuring the distance between tours and looking for travel
time, travel costs and the value of speedboat and seaplane accessibility, the capacity
between the use of speedboat transportation and seaplane transportation in traveling
between islands around Morotai Island. and also analyzed to determine the effectiveness
of providing alternative modes..
From the results of the study, the comparison of travel time in Seaplane Mode
is faster but travel costs are higher. For the speedboat mode, the travel time value is
longer but the travel cost is lower. For the value of accessibility between speedboat and
seaplane, Speedboat mode has a lower accessibility index value with an index of 162.23
and Seaplane mode with a higher index of 173.49 for travel routes to Metita island. and
the lowest accessibility index is obtained on the movement route to Dodola Island with
an index of 150.85 on Speedboat and 164.52 on Seaplane. These results indicate that the
accessibility of the Seaplane mode has a higher appeal. Based on the results of the
study, it is more in line with the needs of the community and tourists in traveling on
Morotai Island, North Maluku Province.
