Abstract
Batam adalah kawasan industri galangan terbesar di Indonesia yang tidak hanya memproduksi
kapal tetapi juga memproduksi project cargo yang biasanya diekspor ke Singapura untuk
memenuhi kebutuhan fabrikasi dan galangan. Ekspor tersebut sebagian besar langsung
dilakukan dari TUKS yang dimiliki dari beberapa galangan dan sebagian melewati Pelabuhan
Batu Ampar. Namun, Pelabuhan Batu Ampar belum memenuhi kriteria khusus sebagai
terminal project logistics. Sehingga Tugas Akhir ini bertujuan untuk mengembangkan
Pelabuhan Batu Ampar sebagai terminal project logistics dengan menggunakan metode regresi
dan proyeksi, serta analisis benchmarking dan analisis kesenjangan. Hasil dari penelitian ini
menunjukkan bahwa Pelabuhan Batu Ampar berpotensi untuk melayani 67% muatan project
logistics. Proyeksi jumlah muatan total yang akan dilayani dapat dibedakan menjadi 3 (tiga):
jangka pendek, jangka menengah dan jangka panjang dengan nilai berturut – turut sebesar
2.644.004 ton, 3.558.785 ton, 6.269.812 ton. Semua skenario proyeksi membutuhkan
penambahan luas lapangan penumpukan atau gudang dan fasilitas alat bongkar muat. Khusus
untuk skenario jangka panjang, pelabuhan membutuhkan penambahan dermaga agar nilai BOR
tidak melebihi ketentuan yang diisyaratkan oleh UNCTAD. Biaya total yang dibutuhkan untuk
pengembangan pelabuhan hingga jangka panjang adalah sebesar Rp. 1,2 triliun.

Batam is the largest shipyard industrial area in Indonesia that not only produces ships but also
cargo projects that are usually exported to Singapore to meet fabrication and shipyard needs.
The exports are mostly directly from privately marine terminals (TUKS) owned by several
shipyards and some use Batu Ampar Port. However, Batu Ampar Port has not met the
specification criteria as a logistics project terminal. Therefore, this Final Project aims to
develop Batu Ampar Port as a logistics project port by benchmarking and gap analyses using
regression and projection methods. This study shows that Batu Ampar Port has the potential as
a project logistics terminal to serve 67% of the total cargo. The projected cargo is divided into
3 (three) stages: short-term, medium-term, and long-term, the value of which are 2,644,004
tons, 3,558,785 tons, 6,269,812 tons, consecutively. All projection scenarios require additional
yards or warehouses and loading/unloading facilities. Especially for a long-term scenario, the
port requires an additional pier so that the BOR value does not exceed the standard prescribed
by UNCTAD. The total cost needed for port development to the long term amounts to IDR 1,2
trillion.
