Abstract

Pemerintah Kota Surabaya meresmikan layanan moda transportasi massal berbasis busdengan nama “Suroboyo Bus” pada tanggal 7 April 2018. Pada tahun 2022 terdapat 4 rute yangmelayani masyarakat Kota Surabaya. Rute Suroboyo Bus tersebut diantaranya yaitu TerminalPurabaya-Rajawali(PP), Gunung Anyar–Kenjeran Park(PP), Terminal Intermoda Joyoboyo–Jono Soewojo(PP), dan Terminal Purabaya–Tembaan(PP). Namun, pemanfaatan Suroboyo Bussebagai moda transportasi utama belum optimal dilihat dari rata-rataangka keterisian (load factor) kurang dari 50% pada Tahun 2021-2022. Hal ini dapatdisebabkan oleh beberapa faktor penting seperti kondisi aksesibilitas dan pola spasial terkaitketerjangkauan jarak tempuh dengan berjalan kaki yang masih cukup terbatas. Oleh karena itu, penelitian ini bertujuan untuk mengetahui pola spasial tingkat aksesibilitas Suroboyo Bus diKota Surabaya.Metode analisis yang digunakan adalah metode PTAL (Public Transport Accessibility Levels) untuk mengukur tingkat aksesibilitas Suroboyo Bus berdasarkan indeks Accessibility LevelsdiKota Surabaya. Setelah mengetahui nilai indeks aksesibilitas tersebut, dilanjutkan denganmenganalisis pola spasial dengan metode interpolasi Inverse Distance Weighted(IDW),selanjutnya dikaitkan dengan sistem kegiatan melalui metode overlaypeta penggunaanlahan.Hasil penelitian menunjukkan bahwa 93,34% dari luas Kota Surabaya tidak terjangkau (worst accessibility) layanan Suroboyo Bus berdasarkan jarak tempuh berjalan kaki secaraideal sejauh400 meter dari halte dan 85,46% tidak terjangkau berdasarkan jarak tempuh maksimal denganberjalan kaki 800 meter dari halte. Selain itu, 6–15% area lainnya mempunyai tingkataksesibilitas dengan kategori sangat kurang terjangkau dan kurang terjangkau. Jika dikaitkan dengan sistem kegiatan, penggunaan lahan untuk fasilitas umum, perdagangan dan jasa, perkantoran serta perumahan memiliki kategori aksesibilitas yang tidak terjangkau mencapai 60–95% dari luas total setiap penggunaan lahan tersebut. Oleh karena itu, peningkatan aksesibilitas Suroboyo Bus sangat diperlukan melalui integrasi sistem jaringan angkutan umum dengan sistem kegiatan untuk meningkatkan pola mobilitas berbasis transit di Kota Surabaya.

The Government of Surabaya City inaugurated the bus-based mass transportation mode services by the name of “Suroboyo Bus” on April 7, 2018. In 2022 there are 4 routes that serve the people of Surabaya City. The routes of Suroboyo Bus are Terminal Purabaya-Rajawali(PP), Gunung Anyar–Kenjeran Park(PP), Terminal Intermoda Joyoboyo–Jono Soewojo(PP), and Terminal Purabaya–Tembaan(PP). However, the utilization of Suroboyo Bus as the main transportation mode cannot be conducted optimally seen from the average load factor of passengers is less than 50% in 2021-2022. This can be caused by several important factors such as the accessibility condition and spatial pattern related to the reachability of the distance on foot which is still quite limited. Therefore, this research aims to determine the spatial pattern of accessibility level of Suroboyo Bus in Surabaya City.The analysis method used is PTAL (Public Transport Accessibility Levels) to measure the accessibility level of Suroboyo Bus based on the Accessibility Levels index in Surabaya City. After knowing the score of accessibility index, followed by analyzing the spatial mode with the Inverse Distance Weighted (IDW) interpolation method, then related to the activity system throughthe overlay method of land use map.Research results showed that 93,34% of the area of Surabaya is unreachable (worst accessibility) to the Suroboyo Bus service based on the ideal walking distance is 400 meters from the bus stop and 85,46% is unreachable based on the maximum walking distance of 800 meters from the bus stop. Moreover, the remaining 6–15% have accessibility levels of very unreachable and unreachable. If related to the activity system, the land use for public facilities, trade and services, offices and housing have unreachable accessibility category that reached 60–95% from the total area of each land use. Therefore, the increase in accessibility of Suroboyo Bus is very necessary through the integration of public transport network system and activity system to increase the transit-based mobility pattern in Surabaya City.
