Abstract
Proyek Pembangunan Terminal LPG Refrigerated Jawa Timur (Tahap I) merupakan proyek milik PT. Pertamina (Persero) yang diharapkan dapat meningkatkan ketahanan stok nasional dan mengurangi ketergantungan terhadap floating storage LPG Refrigerated yang disewa PT. Pertamina (Persero) selama ini. Proyek konstruksi merupakan suatu bidang yang dinamis dan mengandung risik yang dapat memberikan pengaruh terhadap produktivitas, kinerja, kualitas dan batasan biaya dari proyek. Pada proyek ini terdapat beberapa kejadian seperti terjadinya demo oleh warga sekitar, keterlambatan desain proyek karena keterlambatan dokumen persetujuan dari klien, adanya perbedaan data tanah pada saat fase tender dengan pada saat pelaksanaan proyek, dan lain-lain. Oleh karena itu, setiap organisasi perlu melakukan manajemen risiko karena manajemen risiko memainkan peran penting dalam mencapai tujuan proyek karena sifat proyek konstruksi yang kompleks. Penelitian ini bertujuan untuk mengidentifikasi, melakukan analisa, dan melakukan evaluasi risiko pada Proyek Pembangunan Terminal LPG Refrigerated Jawa Timur (Tahap I) serta memberikan usulan perlakuan risiko. Salah satu metode paling efektif yang tersedia untuk mengukur keandalan suatu produk atau suatu proses adalah FMEA (Failure Mode and Effect Analysis). Digunakan pula risk matrix dan pareto chart untuk menentukan kategori risiko dan memilih risiko yang akan diberikan perlakuan. Dari penelitian ini didapatkan RPN terendah sebesar 6 yang menunjukkan bahwa tingkat keparahan risikonya kecil, frekuensi terjadinya risiko tersebut rendah, dan perusahaan mampu dalam mendeteksi risiko tersebut dan RPN tertinggi didapatkan sebesar 36 yang menunjukkan bahwa tingkat keparahan risikonya tinggi, frekuensi terjadinya risiko tersebut tinggi, dan perusahaan kesulitan dalam mendeteksi risiko. Kemudian diketahui terdapat 6 risiko yang perlu diberikan perlakuan yaitu risiko kenaikan harga material pelat, delay of mechanical completion due to rainy season, munculnya inefisiensi dari pekerjaan tangki, munculnya inefisiensi pada hydrotest tangki, delay keseluruhan proyek desain engineering, dan kerugian biaya pengadaan (inefisiency material/equipment). Dari 6 risiko tersebut diberikan saran perlakuan yang sesuai berupa tindakan preventif.

“Proyek Pembangunan Terminal LPG Refrigerated Jawa Timur (Tahap I)” is a project owned by PT. Pertamina (Persero) which is expected to increase national stock resilience and reduce dependence on LPG Refrigerated floating storage leased by PT. Pertamina (Persero) so far. Construction projects are a dynamic field that can have an impact on the productivity, performance, quality and cost constraints of the project. In this project, there were several incidents such as the occurrence of demonstrations by local residents, delays in project design due to delays in approval documents from clients, differences in land data during the tender phase and during project implementation. Therefore, every organization needs to carry out risk management because risk management plays an important role in achieving project objectives due to the complex nature of construction projects. This study aims to identify, analyze, and evaluate the risks of the “Proyek Pembangunan Terminal LPG Refrigerated Jawa Timur (Tahap I)” and to propose risk treatment. One of the most effective methods available to measure the reliability of a product or a process is FMEA (Failure Mode and Effect Analysis). The risk matrix and Pareto chart are also used to determine risk categories and choose the risks to be treated. From this research, the lowest RPN was obtained at 6 which indicates that the severity of the risk is low, the frequency of occurrence of the risk is low, and the company is able to detect these risks and the highest RPN is obtained at 36 which indicates that the severity of the risk is high, the frequency of occurrence of the risk is high, and companies find it difficult to detect risk. Then obtained 6 risks that need to be treated, namely the risk of increasing plate material prices, delay of mechanical completion due to rainy season, emergence of inefficiency from tank work, emergence of inefficiency in hydrotest tanks, delay in overall engineering design project, and loss of procurement costs (material/equipment inefficiency). The 6 risks are given advice on appropriate treatment in the form of preventive actions.
