Abstract

Safety is important for sustaining the business. The practice of industrial safety evolutes from reinforcing policy and rule behavior to practicing human performance. Thus, companies focus to enhance the organizational safety culture by creating a system that can adapt to humans' complexity. Practically, the human performance improvement and operational learning are strongly perceived can create a positive organizational safety culture and strengthen safeguard. This study explores the influence of human performance improvement and operational learning implementation on organizational safety culture and safeguard implementation. This study employed focus group discussion and questionnaire from 260 workers associated with one of Indonesia's biggest oil producers, implementing human performance improvement and operational learning. Analyses were conducted using the Partial Least Square Structural Equation Model (PLS SEM) to examine the proposed conceptual model and test the hypothesis. The findings revealed that human performance improvement and operational learning implementation have positive and significant influences on strengthening safeguard implementation. At the same time, operational learning implementation is as a mediating factor of human performance improvement on organizational safety culture and strengthening safeguard implementation. Thus, human performance improvement has an indirect effect on organizational safety culture. The novelty of this research is to propose a distinct research area in Human Performance Learning and Improvement (HPLI) from a streamlining approach of human performance improvement and operational learning to enhance learn and improve organizational safety culture and safeguard implementation. A house of HPLI framework is proposed to streamline human performance improvement and safeguards operational learning aligned with the organization's vision, objectives, progression stages, and improvement actions. Finally, a case study of integrated journey management system (iJMS) implementation was explored to pilot the enhanced method and new framework have worked well in practice. Hence, the framework can be applied by any industries as an alternative process improvement tool considering human performance aspects.
