Abstract

Sistem informasi merupakan salah satu pendukung dalam pencapaian tujuan organisasi. Tak terkecuali Direktorat Jenderal Bendahara Umum (DJPB) yang memiliki fungsi sebagai pelaksana kebijakan perbendaharaan. Dalam mewujudkan implementasi performance based penganggaran, DJPB menerapkan sistem informasi untuk membantu penyelenggaraan Anggaran Pendapatan dan Belanja Negara (APBN). Tambahan DJPB juga mendukung pelaksanaan Anggaran Pengguna Otoritas (Satker) untuk mengembangkan berbagai aplikasi itu mempermudah pelaksanaan APBN. Saat ini ada banyak aplikasi yang dikembangkan oleh DJPB. Namun, aplikasinya dikembangkan dengan arsitektur terpisah meskipun memiliki hubungan dengan satu sama lain. Ini menghasilkan duplikasi bisnis yang ada proses, sehingga mengurangi efisiensi dan efektivitas kinerja Satker. Oleh karena itu perlu terintegrasi sistem informasi untuk menghasilkan kinerja yang lebih baik dan transparansi. Melalui Tugas Akhir ini, penulis akan membuat Negara Modul Pembayaran Sistem Informasi Manajemen Keuangan menggunakan teknologi JavaServer Pages dan PostgreSQL. Pembayaran modul mencakup proses penerbitan Surat Perintah Membayar (SPM). Sedangkan Java merupakan platform yang berguna dalam pengembangan sistem pendukung manajemen basis data PostgreSQL berbasis web informasi yang dihasilkan dapat ditampilkan dengan baik. Hasil dari penelitian ini adalah aplikasi yang berguna untuk Unit to Surat Perintah Pembayaran sebagai dasar pembayaran dan penerbitan pencairan dana anggaran

The information system is one of the supporters in achieving organizational goals. The Directorate General of General Treasury (DJPB) is no exception, which has the function of implementing treasury policies. In realizing the implementation of performance-based budgeting, DJPB implements an information system to assist the implementation of the State Revenue and Expenditure Budget (APBN). In addition, DJPB also supports the implementation of Authority User Budget (Satker) to develop various applications that facilitate the implementation of the APBN. Currently there are many applications developed by DJPB. However, the applications are developed on separate architectures even though they have a relationship with one another. This results in duplication of existing business processes, thereby reducing the efficiency and effectiveness of Satker performance. Therefore it is necessary to integrate information systems to produce better performance and transparency. Through this Final Project, the author will create a Financial Management Information System Payment System State Module using JavaServer Pages and PostgreSQL technology. The payment module includes the process of issuing a Payment Order (SPM). While Java is a platform that is useful in developing a web-based PostgreSQL database management support system, the resulting information can be displayed properly. The results of this study are useful applications for Unit to Payment Orders as a basis for payment and issuance of disbursement of budget funds
