Abstract

RSUD Kabupaten Indramayu merupakan rumah sakit kelas B milik Pemerintah Kabupaten Indramayu. RS Swasta Y (RS Y) merupakan rumah sakit tipe B milik swasta yang terletak di Kota Cirebon. Aktivitas rumah sakit menghasilkan salah satunya adalah air limbah. Air limbah rumah sakit memiliki karakteristik serupa dengan limbah domestik, tetapi mengandung zat toksik, non-biodegradable, atau polutan yang infeksius. Kandungan berbahaya tersebut memerlukan pengolahan untuk mencegah pencemaran terhadap lingkungan. Tujuan dari penelitian ini adalah untuk mengevaluasi kinerja secara teknis dan non-teknis IPAL RSUD dan IPAL RS Y kelas B dan memberikan rekomendasi perbaikan teknis dan non-teknis IPAL RSUD dan RS Y. Penelitian ini dilakukan dengan mendapatkan data karakteristik influen dan efluen air limbah, yaitu BOD, COD, TSS, DO, Amonia, total coliform, dan pH. Selain itu, dilakukan pula pengumpulan data teknis bangunan IPAL dan pengelolaan di masing-masing rumah sakit. Setelah itu, dilakukan pembahasan untuk membandingkan kelebihan dan kekurangan unit yang digunakan, sehingga bisa diambil kesimpulan dan saran yang relevan. Hasil dari penelitian ini menunjukkan efluen air limbah di kedua rumah sakit memenuhi baku mutu, kecuali nilai coliform efluen air limbah RS Y. Karakteristik efluen IPAL RSUD adalah BOD 9,5 mg/L, COD 29,7 mg/L, TSS 14 mg/L, DO 5,4 mg/L, Amonia 0,52 mg/L, total coliform 280 jumlah/100 ml, dan pH 7,46. Sedangkan karakteristik efluen IPAL RS Swasta Y Cirebon memenuhi baku mutu dengan BOD 15,1 mg/L, COD 43 mg/L, TSS 25,4 mg/L, DO 3,4 mg/L, Amonia 2,06 mg/L, dan pH 7,57 kecuali nilai coliform 4,6 x 106 jumlah/100 ml. IPAL eksisting RSUD hampir seluruhnya memenuhi kriteria desain Bed Occupancy Rate (BOR) 100%. Sedangkan IPAL eksisting RS Y hanya memenuhi kriteria desain saat kondisi eksisting dengan Bed Occupancy Rate (BOR) 62%. Pengelolaan IPAL RSUD sesuai dengan peraturan yang berlaku, kecuali pengurasan lumpur yang belum terjadwal. Sedangkan pengelolaan IPAL RS Y sesuai dengan peraturan yang berlaku. Pengurasan lumpur yang dilakukan RS Y sudah terjadwal setiap 2 (dua) tahun sekali yang dilakukan pihak ketiga. Pengelolaan IPAL dari kedua rumah sakit sudah cukup sesuai, walaupun terkendala pada kurangnya pelatihan pada operator masing-masing rumah sakit

Indramayu District Hospital (IDH) is a class B hospital that Indramayu city is owning. Y Private Hospital Cirebon (YPHC) is a class B hospital that is being held by a private foundation. Wastewater from hospital activities have similar characteristics to domestic wastewater. However, it contains toxic, non-biodegradable, and infectious pollutants. Hazardous materials require treatment that could prevent it from contaminating the environment. This study aims to evaluate technical and non-technical performance of wastewater treatment plants and to give recommendations to improve technical and nontechnical performance of wastewater treatment plants. The research was done by collecting wastewater treatment influent characteristics including BOD, COD, DO, TSS, ammonia, total coliform, and pH. Wastewater treatment plant technical and management data were collected by each hospital. Also the strengths and weaknesses of each unit were compared, so that conclusions could be drawn. The results showed that wastewater characteristics of each hospital met effluent quality standards, except the total coliform from YPHC. The characteristics of the wastewater treatment effluent from IDH were BOD 9,5 mg/L, COD 29,7 mg/L, TSS 14 mg/L, DO 5,4 mg/L, Ammonia 0,52 mg/L, total coliform 280 MPN/100 ml, and pH 7,46. Whereas, the characteristics of the wastewater treatment effluent from YPHC were BOD 15,1 mg/L, COD 43 mg/L, TSS 25,4 mg/L, DO 3,4 mg/L, ammonia 2,06 mg/L, and pH 7,57. Meanwhile, total coliform 4,6 x 106 MPN/100 ml. Design of the wastewater treatment plants in IDH almost met design criterias during BOR 100%. Whereas, the design of wastewater treatment plants in YPHC met design criteria during existing conditions with BOR 62%. So, wastewater treatment plants in YPHC require redesign. The management of wastewater treatment plants in IDH met the standards and regulations. Whilst the management needs to schedule sludge draining periodically. The management of wastewater treatment plants in YPHC met the standards and regulations. The sludge draining was scheduled every two years by third party. Also, the wastewater treatment operators from both hospitals need training in operating and maintaining the wastewater treatment plants
