Abstract

Terjadi peningkatan jumlah penduduk di Kota Balikpapan yang mengakibatkan meningkatnya aktivitas dan kebutuhan pangan masyarakat. Peningkatan ini berdampak pula pada kuantitas sampah yang dihasilkan, terlebih pada pasar tradisional yang merupakan salah satu tempat yang menyediakan berbagai macam kebutuhan pangan. Salah satu upaya untuk mengatasi permasalahan sampah tersebut yaitu dengan didirikannya Intermediate Treatment Facility (ITF) Kota Hijau Balikpapan. Kehadiran ITF ini diharapkan dapat mereduksi timbulan sampah yang masuk ke TPA dengan mengolah sampah organik yang bersumber dari pasar menjadi pupuk kompos. Namun, saat ini ITF Kota Hijau Balikpapan kurang beroperasi secara maksimal karena beberapa alat pengolah sampah terlihat tidak dioperasikan. Tujuan penelitian ini adalah untuk melakukan evaluasi terhadap kapasitas dan proses pengolahan sampah, menganalisis potensi timbulan sampah pasar yang dapat diolah, dan menganalisis biaya operasional dan pemeliharaan ITF Kota Hijau Balikpapan. Penelitian dilakukan dengan mengkaji aspek teknis dan aspek finansial dari pengolahan sampah di ITF. Pengumpulan data yang dilakukan menggunakan data primer seperti volume dan berat sampah yang diolah, tahap-tahap pengolahan sampah, jenis, jumlah serta kapasitas tiap fasilitas pengolahan sampah. Data sekunder seperti komposisi sampah pasar, kapasitas tiap fasilitas pengolah sampah, data finansial ITF, serta data SDM di ITF. Perhitungan kuantitas sampah yang diolah menggunakan metode load-count analysis. Hasil dari penelitian menunjukkan bahwa ITF dapat meningkatkan kapasitas pengolahannya dari 1.413 kg/hari menjadi 3.835 kg/hari dengan menambah volume sampah masuk ke ITF yang bersumber dari TPS Pasar Sepinggan. Proses pengolahan di ITF belum maksimal namun hasil kualitas kompos secara fisik sudah sesuai standar. Perhitungan biaya yang dibutuhkan untuk operasional dan juga pemeliharaan di ITF Kota Hijau Balikpapan mencapai Rp98.372.806 per bulannya

An increase in the population in Balikpapan results in the increased activities and food needs of the community. This also has an impact on the quantity of waste produced, especially in traditional markets which are one of the places that provide various kinds of food needs. To overcome the waste problem is the establishment of Intermediate Treatment Facility (ITF) Kota Hijau Balikpapan. This ITF is expected to reduce the generation of waste that goes to the landfill by processing organic waste from the market into compost. However, currently ITF Kota Hijau Balikpapan does not operating optimally because some waste processing equipment does not appear to operate. The purpose of this study is to evaluate the capacity and the waste processing, analyze the potential for market waste generation that can be processed, and analyze the operational and maintenance costs of ITF Kota Hijau Balikpapan.
The research was conducted by studying the technical and financial aspects of waste management at the ITF. Data collection is carried out using primary data such as volume and weight of the processed waste, stages of waste processing, type, amount and capacity of each waste processing facility and market waste generation. Secondary data are the composition of market waste, the capacity of each waste processing facility, ITF financial data, and data of the employee at the ITF. Calculation of the quantity of processed waste use the load-count analysis method. The results of the study indicate that the ITF can increase its processing capacity from 1,413 kg/day to 3,835 kg/day by increasing the volume of waste entering the ITF sourced from the Pasar Sepinggan. The process at ITF has not been maximized, but the composting physical results has already met the standard quality. Calculation of the costs required for operations and maintenance at ITF Kota Hijau Balikpapan reaches Rp98,372,806 per month
