Abstract

Pemerintah Indonesia telah mengeluarkan triliunan rupiah dana riset, namun hasilnya belum banyak dirasakan. Dana riset tersebut seharusnya dapat meningkatkan perkembangan teknologi di Indonesia. Namun sampai saat ini belum ada studi yang meneliti mengenai kondisi perkembangan teknologi, khususnya sektor teknologi informasi dan komunikasi (TIK) di Indonesia secara evolusi dari tahun ke tahun. Sehingga tidak ada informasi mengenai seberapa banyak teknologi TIK di Indonesia yang berkembang atau bahkan tidak ada perkembangan sama sekali. Indonesia membutuhkan strategi untuk mempertajam pengembangan teknologi TIK. Data yang tersedia dapat diperoleh dari dokumen paten masa lampau yang berisi informasi teknologi yang matang. Dalam mempercepat penemuan peta evolusi teknologi diperlukan teknik untuk mengekstraksi informasi paten ke kelompok teknologi. Untuk melakukan hal tersebut, kombinasi model Word2Vec dan TF-IDF digunakan. Kedua model tersebut digunakan untuk menghitung kemiripan antar dokumen paten. 194 dokumen paten TIK Indonesia diproses dalam penelitian ini. Paten serupa dikelompokkan menggunakan algoritma Density-Based Spatial Clustering of Applications with Noise (DBSCAN). Hasilnya adalah 105 kelompok teknologi, dimana 15 kelompok terdeteksi mengalami evolusi. Artinya, banyak kegiatan penelitian yang telah dilakukan oleh ilmuwan Indonesia, namun hanya 14,29% yang menunjukkan evolusi. Sisanya 85,71% penelitian berakhir tanpa pengembangan lebih lanjut.

The Indonesian government has spent trillions of rupiah in research funds, but the results have not been widely felt. The research fund should be able to increase technological development in Indonesia. However, until now there has been no study that examines the condition of technological development, especially the information and communication technology (ICT) sector in Indonesia in an evolutionary manner from year to year. So there is no information about how much ICT technology in Indonesia is developing or even no development at all. Indonesia needs a strategy to sharpen the development of ICT technology. The available data can be obtained from past patent documents which contain mature technological information. In accelerating the discovery of technology evolution map, techniques are needed to extract patent information to technology clusters. To do this, a combination of the Word2Vec and TF-IDF models is used. Both models are used to calculate similarities among patent documents. 194 Indonesian ICT patent documents were processed in this study. Similar patents are clustered using the Density-Based Spatial Clustering of Applications with Noise (DBSCAN) algorithm. The result is 105 patent clusters, 15 of these clusters were detected as experiencing evolution. This means that many research activities have been done by Indonesian scientists, but only 14.29% of them have shown some evolution. The rest of the 85.71% of the research ended up without further development.
