Abstract
Pengoperasian KA Komuter bersifat public service, sehingga tarif yang diberlakukan cukup murah yaitu Rp.2.000,- /penumpang-lintas (pnp-lintas). Sesungguhnya menurut pcngclola /operator yaitu PT. Kereta Api ( Persero) DAOP V I I I Surabaya, besar tarif tersebut lebih rendah daripada biaya yang diperlukan . Permasalahan yang diangkat pada studi ini adalah berapa biaya operasional/biaya pokok. bagaimana load factor ( LF) yang ada. hubungan antara biaya operasional/biava pokok dengan LF yang ada dan tarif yang berlaku, tinjauan tinansial yang berupa analisa cash flow\ karakteristik penumpang. ability» to pay ( ATP ) dan willingness to pay (WTP) penumpang KA Komuter. Untuk dapat menjawab pennasalahan tersebut maka dilakukan observasi dan survei wawancara terhadap penumpang KA Komuter. Selain itu dilakukan juga studi dokumentasi terhadap laporan-laporan milik pengelola/operator KA Komuter dan instansi terkait. Dari studi ini didapatkan total biaya operasional/biaya pokok sebesar Rp. 54,68/pnp-km atau Rp. 1.350.206,-/lintas. LF rata-rata sebesar 42%. Tarif yang sesuai biaya operasional /biaya pokok dengan pertimbangan LF yang ada adalah Rp. 4.516,-/pnp-lintas. Secara fmansial pengoperasian KA Komuter tidak layak sebab net cash flow> selalu negatif sehingga di perl ukan subsidi. Beberapa Karakteristik penumpang KA Komuter yang dominan adalah berusia 17-26 tahun ( 39,02%) untuk arah Sidoaijo/Porong dan berusia 37-46 tahun ( 31 ,82%) untuk arah Surabaya, berpendidikan SMU/Sederajat ( 52,03% untuk Arah Sidoaijo/ Porong dan 49,09% untuk arah Surabaya ), berprofesi sebagai karyawan swasta (31,71% untuk arah Sidoarjo/Porong dan 42,73% untuk arah Surabaya), ber-penghasilan Rp. 500.001,- s/d Rp. 1.000.000,- per bulan ( 45,53% untuk arah Sidoaijo/Porong dan 46,36% untuk arah Surabaya). Secara distributif untuk semua kelompok responden didapatkan nilai ATP sebesar Rp. 2.578,75/lintas dan nilai WTP sebesar Rp. 1.733,40/lintas.

The operation of Commuter train should public service, so that the tariff is quite cheap Rp 2.000,-/passenger ( pass). According to the operator, this tariff is lower than the needed operational cost . The problems that studied in this study are how much the operational cost of commuter train, how the relation of operational cost with the existing
load factor ( LT ) and the prevail tariff, financial analyze in the form of cash How, the characteristic of commuter train passengers, ability to pay ( ATP) and willingness to pay ( WTP ) of commuter train passengers. To answer these problems, it made an observation and interview survey toward commuter train passengers. Beside that, it also made documentation study toward reports owned by operator and related institutions. From this study, it obtained the total operational cost is Rp 54.68/pass-km or Rp.1,350,206.-/ passing. Average LF is 42%. The tariff that appropriate with the operational cost by considering existing LF is Rp. 4,516 . -/pass. Financially, the operation of commuter train is not suitable because net cash flow is always negative, so that it is needed subsidy. They are some dominant characteristics of commuter train passenger. They are age 17-26 years old ( 39.02%) for Sidoaijo/Porong direction and 37-46 years old ( 31.82%) for Surabaya direction , senior high school ( 52.03% for Sidoarjo/Porong direction and 49.09% for Surabaya direction), private employee (31.71% for Sidoaijo/Porong direction and 42.73% for Surabaya direction) , income Rp. 500,001 - Rp. 1,000.000 per month (45.53% for Sidoarjo/ Porong direction and 46.36% for Surabaya direction). Distributional method for all respondent groups, obtained the value of ATP as much as Rp. 2,578.75/ passmg and the value of WTP Rp. 1,733.40
