Abstract
PLN UP2D Sumut merupakan unit PLN yang berperan dalam mengoperasikan sistem kelistrikan 20 kV di Provinsi Sumatera Utara. Permasalahan utama yang menjadi perhatian PLN saat ini adalah gangguan teknis yang menyebabkan pemadaman listrik secara meluas. Pemasangan keypoint merupakan salah satu cara yang dilakukan untuk meningkatkan keandalan operasi. Keypoint merupakan peralatan switching yang dipasang di jaringan listrik 20 kV yang dioperasikan untuk memutus dan menyambung aliran listrik dalam upaya melokalisir gangguan sehingga tidak semua pelanggan yang mengalami dampak pemadaman listrik. Pada penelitian ini, PLN UP2D Sumut menganggarkan biaya untuk memasang 250 keypoint baru pada 560 penyulang yang tersebar di 9 area layanan. Pemilihan lokasi pemasangan keypoint diupayakan agar tepat sasaran. Pemasangan keypoint tersebut harus memenuhi 10 kriteria yang diperoleh berdasarkan indikator kinerja PLN, observasi lapangan dan studi literatur yakni Energy Not Served (ENS), System Average Interruption Duration Index (SAIDI), System Average Interruption Frequency Index (SAIFI), konektivitas jaringan internet, ketersediaan SCADA, kali gangguan, beban, panjang dan jumlah pelanggan pada masing-masing penyulang. Analytic Hierarchy Process (AHP) dan Technique for Ordering Preference by Similarity to an Ideal Solution (TOPSIS) digunakan sebagai metode pada penelitian ini. AHP digunakan untuk mendapatkan bobot masing-masing kriteria dan TOPSIS digunakan untuk mengurutkan prioritas penyulang yang akan dipasang keypoint. Hasil dari implementasi metode AHP untuk kriteria dengan bobot tertinggi yang diperoleh adalah ENS (27.93%) dan diikuti oleh SAIDI (16.72%) dan SAIFI (14.68%) dengan consistency ratio sebesar 0.08. Melalui implementasi metode TOPSIS diperoleh urutan alternatif penyulang dengan performance score pada range 0.0350 sampai dengan 0.5786 dan didapatkan alokasi keypoint terbesar di UP3 Pematang Siantar dan UP3 Rantau Prapat. Selain itu, untuk memastikan hasil urutan dari metode TOPSIS tidak sensitif, pada penelitian ini dilakukan analisis sensitivitas dengan menaikkan bobot kriteria terbesar. Hasil yang diperoleh dari analisis sensistivitas tersebut adalah perubahan pada standard deviasi seluruh performance score penyulang tidak melebihi 10% dan alokasi keypoint per UP3 tidak berubah secara signifikan sehingga dapat disimpulkan bahwa hasil urutan dari metode TOPSIS dalam penelitian ini sudah robust.

PLN UP2D Sumut, the state-owned electricity company in North Sumatra Province, Indonesia, has a role in operating the 20 kV electricity network system in North Sumatra Province. The main problem currently being addressed by PLN is power outages. Installing keypoint e.g., LBS and recloser in the network system is one way to ensure the reliability of the operation. Keypoints are switching equipment installed on the 20 kV electrical network that are operated to interrupt and reconnect the flow of electricity to localize disruptions so that not all customers are affected by power outages. In this study, PLN UP2D Sumut has budgeted for the installation of 250 new keypoints on 560 feeders distributed across 9 service areas (UP3). That should meet ten criteria determined by key performance index of PLN, field observation and literature review, e.g., Energy Not Served (ENS), System Average Interruption Duration Index (SAIDI), System Average Interruption Frequency Index (SAIFI), SCADA availability, internet connectivity, frequency of interruption, load, length, and number of customers of each feeder. The analytic hierarchy process (AHP) and the technique for ordering preference by similarity to an ideal solution (TOPSIS) are both used in this work. Prior to determining the rank of the selected feeder using TOPSIS, the weight of each criterion must first be determined using AHP. Through the implementation of the AHP method, the criteria with the highest weight obtained is ENS (27.93%) followed by SAIDI (16.72%) and SAIFI (14.68%) with consistency ratio of 0.08 (consistent). The results of TOPSIS approach are ranking of all the alternative feeders with performance scores ranging from 0.0350 to 0.5786. Keypoint allocations with the highest numbers were identified in UP3 Pematang Siantar and UP3 Rantau Prapat. In addition, to ensure that the ranking from the TOPSIS method is not sensitive, this study conducted a sensitivity analysis by increasing the weight of the largest criteria. The results obtained from this sensitivity analysis showed that the change in the standard deviation of the performance scores of all feeders did not exceed 10% and the allocation of keypoints per UP3 did not change significantly, so it can be concluded that the ranking from the TOPSIS method in this study is robust.
