Abstract

Industri minyak dan gas tergolong pada tingkat potensi bahaya tinggi sehingga BU/BUT wajib proaktif melakukan audit internal agar memberikan keyakinan bahwa implementasi manajemen keselamatan berjalan efektif. Studi implementasi ini dilakukan dalam rangka pemutakhiran SMKM lama terhadap SNI ISO 45001:2018 yang fokus pada pencegahan masalah berorientasi risiko sehingga dapat diketahui bentuk perbaharuan substansi, penskoran, dan format untuk check list audit internal SMKM. Peninjauan kesesuaian 10 substansi SMKM lama menggunakan desk review menghasilkan persentase kesesuaian sebesar 90% terhadap ISO 45001 dan substansi Manajemen Pengamanan (S6) yang tereliminasi dari faktor pembanding. Perolehan keputusan berdasarkan hasil kuesioner Pairwise Comparison oleh 9 praktisi K3 industri migas selanjutnya diolah untuk menghasilkan bobot dan prioritas perangkingan 9 substansi menggunakan perangkat lunak Expert Choice 11. Hasil perhitungan individu kemudian dikelompokkan berdasarkan kriteria pengalaman, pendidikan, serta sertifikasi responden untuk melihat pola kecenderungan pemilihan keputusan masing-masing kelompok. The oil and gas sector faces a considerable potential for hazard; therefore, organizations must proactively undertake internal safety audits to make sure safety management system is implemented effectively. This study aims to improve the current internal oil and gas safety audit check list to be more compliant with ISO 45001 which emphasizes on risk management in order to determine meaningful structure and scoring revisions needed to comply with the newest safety standar. Desk review assesses the compliance of 10 current criteria of the Indonesian safety management system for oil and gas companies (SMKM) and yielded a conformity percentage of 90% towards ISO 45001. Nine HSE practitioners in the oil and gas sector filled out a Pairwise Comparison questionnaire for further weight and priority ranking vector in determination of 9 criteria using Analytical Hierarchy Process. Individual perception results are grouped based on the respondents' experience, education, and HSE certificate ownership to draw the pattern of decision-making tendencies in each group. The set of updated priority vectors of criteria are presented in the iAuditor application as a mock-up of the new procedures for the internal audit safety management system
