Abstract

Jalan Lintas Selatan Lot 8 STA 22+100 – STA 35+500 merupakan jalan yang dimulai dari Kec. Kunir, Kab. Lumajang sampai dengan Kec. Kencong, Kab. Jember. Terdapat dua jenis perkerasan jalan yang digunakan dari STA 22+100 – STA 35+500 yaitu perkerasan lentur dan perkerasan kaku. Pada pemilihan jenis perkerasan, perkerasan lentur baik digunakan untuk jalan yang melayani beban lalu lintas ringan sampai dengan sedang, sedangkan perkerasan kaku baik digunakan untuk jalan dengan volume lalu lintas tinggi yang didominasi oleh kendaraan berat (Sukirman, 1999). Pada kondisi lalu lintasnya, banyak kendaraan berat seperti truk yang melintasi jalan tersebut dikarenakan Kabupaten Lumajang memiliki tambang pasir dan agen penjual pasir yang tersebar di daerah pesisir pantai selatan. Dengan kondisi tersebut, perlu dianalisa perencanaan tipe perkerasan di sepanjang Jalan Lintas Selatan Jarit – Puger STA 22+100 – STA 35+500 yang efektif dan efisien dari segi biaya. Perencanaan jalan akan di analisa dengan empat metode perhitungan yaitu perkerasan lentur dan kaku menggunakan metode Bina Marga 2017 dan AASHTO 1993. Data yang diperlukan untuk penulisan adalah data sekunder yaitu data LHR (Lintas Harian Rata-Rata), CBR (California Bearing Ratio) tanah dasar, curah hujan, PDRB, inflasi, suku bunga BI, dan HSPK. Dari hasil analisa perbandingan empat alternatif perencanaan, dipilih tipe dan metode yang paling efisien dari segi biaya yaitu pada perencanaan perkerasan kaku metode Bina Marga 2017 dengan tebal slab beton = 305 mm, LMC = 100 mm, dan lapis drainase = 150 mm yang dalam metode pelaksanaanya menggunakan 10 alat berat dan 14 bahan/material. Untuk biaya awal konstruksi dibutuhkan biaya sebesar Rp 68.113.717.000 (Enam puluh delapan milyar seratus tiga belas juta tujuh ratus tujuh belas ribu rupiah) dan biaya pemeliharaan sebesar Rp 10.263.922.000 (Sepuluh milyar dua ratus enam puluh tiga juta sembilan ratus dua puluh dua ribu rupiah) selama umur rencana 20 tahun. Sehingga diperoleh total biaya sebesar Rp 78.377.639.000. (Tujuh puluh delapan milyar tiga ratus tujuh puluh tujuh juta enam ratus tiga puluh sembilan ribu rupiah).

Trans South-South Java Road Project Lot 8 STA 22+100 – STA 35+500 is a road that starts from Kunir District, Lumajang Regency to Kencong District, Jember Regency. There are two types of road pavements used from STA 22 + 100 – STA 35 + 500 namely flexible pavement and rigid pavement. In the selection of pavement types, flexible pavements are well used for roads that serve light to moderate traffic loads, while rigid pavements are suitable for roads with high traffic volumes dominated by heavy vehicles (Sukirman, 1999). In its traffic conditions, many heavy vehicles such as trucks cross the Jarit-Puger South Cross Road because Lumajang Regency has sand mines and sand selling agents scattered in the southern coastal area. With these conditions, it is necessary to analyze the planning of pavement types along the Jarit South Cross Road – Puger STA 22 + 100 - STA 35 + 500 which is effective and efficient in terms of cost. Road planning will be analyzed with four calculation methods, namely flexible and rigid pavement using the Bina Marga 2017 and AASHTO 1993 methods. The data needed for writing are secondary data, namely LHR (Cross Daily Average), CBR (California Bearing Ratio) data on basic soil, rainfall, PDRB, inflation, BI interest rates, and HSPK. From the results of the comparative analysis of four planning alternatives, the most efficient type and method in terms of cost was chosen, namely in the rigid pavement planning of the Bina Marga 2017 method with concrete slab thickness = 305 mm, LMC = 100 mm, and drainage layer = 150 mm which in the implementation method uses 10 heavy equipment and 14 materials / materials. For the initial cost of construction, a cost of Rp. 68,113,717,000 (Sixty-eight billion one hundred thirteen million seven hundred and seventeen thousand rupiah) and maintenance costs of Rp. 10,263,922,000 (Ten billion two hundred and sixty-three million nine hundred and twenty-two thousand rupiah) is needed for the life of the 20-year plan. So that a total cost of Rp. 78,377,639,000 was obtained. (Seventy-eight billion three hundred and seventy-seven million six hundred and thirty-nine thousand rupiah).
