Abstract

LNG adalah sumber energi yang lebih bersih daripada bahan bakar fosil lainnya. Rantai pasok LNG di Indonesia belum seimbang antara supply dan demand. Hal ini ditambah dengan dampak lingkungan yang ditimbulkan dari pembangunan dan pengoperasian kilang LNG dan pengangkutan LNG serta meningkatnya kesadaran masyarakat terhadap isu lingkungan, sehingga perlu dikembangkan suatu strategi rantai pasok yang berkelanjutan. Dalam penelitian ini strategi rantai pasok berkelanjutan dikembangkan menggunakan pendekatan Modified Quality Function Deployment (QFD) danAnalytical Hierarchical Process (AHP). Strategi ini berfokus pada indikator ekonomi, lingkungan, dan sosial yang mengacu pada teori Triple Bottom Line (TBL). TBL kemudian dikembangkan menggunakan Modified House of Quality (HOQ) untuk mendapatkan Customer Requirements (CR) dan Technical Response (TR). Berdasarkan Analytical Hierarchical Process (AHP) menunjukkan Total Cost, Reliability dan Safety sebagai aspek yang paling berpengaruh. Pembobotan 10 TR tertinggi diambil dari hasil tersebut yang kemudian dikembangkan dalam analisis SWOT. Strategi jangka pendek yang diusulkan meliputi perencanaan adaptif, pemeliharaan preventif, dan peningkatan efektivitas proses produksi LNG. Rencana jangka panjang tersebut meliputi integrasi sistem, peningkatan kapasitas nasional yang didukung oleh instansi terkait, dan kerja sama pengembangan PLTMG/PLTG, terminal hub LNG dan terminal LNG skala kecil.

LNG is a cleaner energy source than other fossil fuels. The LNG supply chain in Indonesia does not yet have a balance between supply and demand. This issue is coupled with the environmental impacts arising from the construction and operation of the LNG plant and LNG transportation as well as increasing public awareness of environmental issues, so it is necessary to develop a sustainable supply chain strategy. In this research, a sustainable supply chain strategy is developed using the Modified Quality Function Deployment (QFD) and Analytical Hierarchical Process (AHP) approach. This strategy focuses on economic, environmental, and social indicators that refer to the Triple Bottom Line (TBL) theory. TBL was then developed using Modified House of Quality (HOQ) to obtain Customer Requirements (CR) and Technical Response (TR). Based on the Analytical Hierarchical Process (AHP) shows Total Cost, Reliability and Safety as the most influential aspects. The highest 10 TR weighting was taken from these results, which was then developed in a SWOT analysis. The proposed short-term strategy includes adaptive planning, preventive maintenance, and increasing the effectiveness of the LNG production process. The long-term plan includes system integration, national capacity building supported by relevant agencies, and cooperation in developing PLTMG/PLTG, LNG hub terminals and small-scale LNG terminals.
