Abstract

Pemilihan galangan kapal merupakan hal yang sangat penting dalam proses pengadaan kapal perang di Kementerian Pertahanan Republik Indonesia. Kapal perang memiliki desain yang khusus dalam bidang platform dan sewaco (sensor, weapon and command) dibandingkan dengan kapal niaga, oleh karena itu perlu perencanaan yang baik dalam memilih galangan kapal. Penggunaan metode Fuzzy ANP untuk pemilihan kapal karena memiliki kelebihan dalam mempertimbangkan ketergantungan antar kriteria/sub kriteria, serta dapat mengurangi ketidakpastian dan ketidaktepatan pada penilaian tingkat kepentingan tiap kriteria/sub kriteria. Penentuan kriteria/sub kriteria dan keterkaitannya diperoleh dari studi literatur dan validasi oleh para stakeholder dalam pengadaan kapal di Kementerian Pertahanan RI, sedangkan penentuan alternatif diperoleh dari galangan-galangan yang telah melakukan proses sertifikasi kelaikan di Pusat Kelaikan Kementerian Pertahanan RI. Perbandingan berpasangan antar kriteria/sub kriteria dari responden dan proses fuzzifikasi menghasilkan bobot kriteria/sub kriteria. Pembobotan alternatif terhadap sub kriteria dilakukan melalui penilaian dari hasil sertifikasi kelaikan di Pusat Kelaikan Kementerian Pertahanan RI. Proses analisis menggunakan Fuzzy ANP menghasilkan bobot prioritas akhir kriteria, sub kriteria dan alternatif. Dari proses yang telah dilakukan, alternatif WSA mendapat nilai bobot prioritas tertinggi dan kriteria keuangan mendapat nilai bobot prioritas tertinggi. Analisis sensitivitas telah digunakan untuk mengetahui sensitivitas perubahan bobot kriteria maupun sub-kriteria dalam mempengaruhi peringkat pemilihan galangan kapal. Manfaat penelitian secara manajerial dapat dijadikan acuan dalam pemilihan galangan dalam proses pengadaan kapal perang oleh Kementerian Pertahanan Republik Indonesia.

Shipyard selection is very important in the warship procurement process at the Ministry of Defense of the Republic of Indonesia. Warships have a special design in platforms and sewaco (sensors, weapons and command) compared to commercial ships, therefore it is necessary to have good planning in choosing a shipyard. Aplication of the Fuzzy ANP method for selecting ships has the advantage of considering the dependence between criteria/sub-criteria, and can reduce uncertainty and inaccuracy in assessing the level of importance of each criterion/sub-criteria. Determination of criteria/sub-criteria and their interdependencies were obtained from literature studies and validation by stakeholders in ship procurement at the Ministry of Defense of the Republic of Indonesia, while alternative determinations were obtained from shipyards that had carried out the seaworthiness certification process at the Indonesian Ministry of Defense's Seaworthiness Center. Pairwise comparisons between the criteria/sub-criteria from respondents and the fuzzification process resulted in the weighting of the criteria/sub-criteria. Alternative weighting of the sub criteria is carried out through an assessment of the results of the certification at the Worthiness Center of the Ministry of Defense of the Republic of Indonesia. The analysis process using Fuzzy ANP produces the final priority weight of criteria, sub criteria and alternatives. From the process that has been carried out, the WSA alternative gets the highest priority weight value and financial criteria gets the highest priority weight value. Sensitivity analysis has been used to determine the sensitivity of changes in the weight of criteria and sub-criteria in influencing the ranking of shipyard selection. The benefits of managerial research can be used as a reference in the selection of shipyards in the warship procurement process by the Ministry of Defense of the Republic of Indonesia.
