Abstract

Masih banyak lahan kosong di Kota Tuban yang bisa dikembangkan untuk kawasan pemukiman. Perencanaan pembangunan perumahan dapat dimulai dengan penentuan lokasi lahan pembangunan perumahan. Sangat sering terjadi developer salah menentukan lokasi, dikarenakan beberapa kondisi di lapangan. Padahal pemilihan lokasi merupakan awal dari sebuah proyek pengembang perumahan. Dalam memastikan pemilihan lokasi pembangunan suatu pembangunan perumahan, perlu dilakukan analisis Kekuatan (Strengths), Kelemahan(Weaknesses), Peluang(Opportunities) dan Ancaman(Threats) atau sering disingkat dengan analisis SWOT. Analisis SWOT digunakan untuk mengetahui kriteria apa saja yang dapat diprioritaskan dalam pemilihan lokasi pembangunan perumahan. Selanjutnya dilakukan analisis Fuzzy AHP untuk menentukan lokasi terbaik yang dapat dikembangkan dari berbagai alternatif lokasi yang tersedia. Berdasarkan hasil analisis SWOT diketahui ada 16 kriteria yang dapat diprioritaskan antara lain aksesibilitas lokasi, kondisi fisik dasar tanah, sarana kebutuhan sehari-hari, serta ketersediaan listrik dan jaringan internet. Kemudian dari hasil Fuzzy AHP dipilih lokasi Zarkali karena memiliki 12 kriteria yang sesuai dari 16 kriteria prioritas yang ada.

There are still lots of vacant lands in Tuban City that can be developed for residential areas. Housing development planning can started with determining the location of housing development land. Very often the developer determines the wrong location, due to several conditions in the field. Even though the location selection is the beginning of a housing developer project. In ensuring the selection of a location for the development of a housing development, it is necessary to carry out an analysis of Strengths, Weaknesses, Opportunities and Threats or often abbreviated as a SWOT analysis. SWOT analysis is used to find out what criteria can be prioritized in selecting a housing development location. Furthermore, Fuzzy AHP analysis was carried out to determine which best location could be developed from various available alternative locations.
Based on the results of the SWOT analysis, it is known that there are 16 criteria that can be prioritized including location accessibility, basic physical condition of the soil, daily necessities, and availability of electricity and internet networks. Then, from the results of the Fuzzy AHP, the Zarkali location was chosen because it had 12 appropriate criteria out of the 16 existing priority criteria.
