Abstract
Tingginya pergerakan manusia menuju ke kawasan Daerah Pusat Kegiatan (DPK) berupa kawasan perdagangan dan jasa untuk memenuhi kebutuhan hidupnya dengan menggunakan kendaraan pribadi merupakan penyebab utama dari kemacetan yang terjadi di Kota Surabaya. Beberapa pusat perdagangan seperti Pakuwon Trade Center (PTC) dan Royal Plaza berpotensi dalam menjadi tarikan yang menimbulkan kemacetan dengan berbagai dampak negatif pada sisi sosial, ekonomi, dan lingkungan. Diperlukan sebuah strategi untuk mengurangi penggunaan kendaraan pribadi melalui beberapa konsep seperti Manajemen Kebutuhan Transportasi (MKT) yang bersifat Push dalam aspek ekonomis. Strategi ini dapat dilakukan melalui manajemen parkir dengan metode parking pricing berupa peningkatan tarif parkir. Beragam penelitian terus dilakukan untuk mengetahui seberapa besar peningkatan mampu untuk mendorong peralihan moda oleh pengguna kendaraan pribadi menuju ke transportasi publik/ angkutan umum.
Pada penelitian ini akan dilakukan penelitian mengenai bagaimana pengaruh peningkatan tarif parkir terhadap keputusan pergeseran moda menuju ke transportasi umum terutama pada kawasan Pakuwon Trade Center dan Royal Plaza. Penelitian dilakukan dengan mengidentifikasi karakteristik pengguna kendaraan pribadi pada dua kawasan tersebut. Kemudian akan diidentifikasi mengenai karakteristik parkir dapat mempengaruhi kebersediaan pengunjung untuk membayarkan peningkatan tarif parkir dengan menggunakan pemodelan melalui analisis regresi logit biner/ binomial. Terakhir, untuk mengetahui bagaimana pengaruh peningkatan tarif parkir terhadap keputusan pergeseran moda oleh pengunjung juga akan dimodelkan melalui analisis regresi logit biner/ binomial. Hasil pemodelan tersebut menunjukkan bahwa ketika fasilitas parkir yang diterima oleh pengunjung meningkat, maka kebersediaan membayar peningkatan tarif parkir juga ikut meningkat. Sedangkan ketika tarif parkir mengalami peningkatan (kebersediaan membayar peningkatan tarif parkir menurun) maka peluang pergeseran moda juga ikut meningkat, karena disebabkan menurunnya minat pengunjung untuk melakukan parkir dengan kendaraan pribadi. Sehingga konsep MKT yang bersifat push ini mampu untuk mendorong pergeseran moda.

The high movement of people to the Central Business District (CBD) in the form of trade and service areas to fulfill their needs by using private vehicles is the main cause of congestion that occurs in Surabaya City. Several trade centers such as Pakuwon Trade Center (PTC) and Royal Plaza have the potential to become a pull that causes congestion with various negative impacts on social, economic and environmental aspects. A strategy is needed to reduce the use of private vehicles through several concepts such as Transportation Demand Management (TDM) which is Push in the economic aspect. This strategy can be done through parking management with the parking pricing method in the form of increasing parking rates. Various studies continue to be carried out to find out how much the increase of parking rates is able to encourage mode shift by private vehicle users to public transportation.
In this study, research will be conducted on how parking rates increase effect on the decision to shift modes to public transportation, especially in the Pakuwon Trade Center and Royal Plaza areas. The research was conducted by identifying the characteristics of private vehicle users in the two areas. Then it will be identified about parking characteristics that can affect the willingness of visitors to pay increased parking rates using modeling through binary / binomial logit regression analysis. Finally, to find out how the effect of increased parking rates on mode shift decisions by visitors will also be modeled through binary / binomial logit regression analysis. The modeling results show that when the parking facilities received by visitors increase, the willingness to pay an increase in parking rates also increased. Meanwhile, when the parking rates increases (the willingness to pay of increased parking rates is decreasing), the opportunity to shift modes also increased, due to the lower interest of visitors to park with private vehicles. So that the concept of MKT which is push is able to encourage mode shift.
