Abstract

Arus urbanisasi merupakan tantangan terbesar pada abad ke-21 yang menyebabkan munculnya berbagai permasalahan di perkotaan, khususnya kota-kota besar. Konsep kota cerdas muncul sebagai salah satu upaya untuk menangani masalah tersebut. Namun, apakah konsep kota cerdas ini mampu mendukung suatu kota dalam menghadapi dan bertahanan serta kembali pulih dari bencana? Penelitian terdahulu dilakukan untuk menilai tingkat ketahanan menunjukkan bahwa tidak semua kota cerdas memiliki ketahanan yang baik. Sementara itu, faktor penyebab perbedaan ini belum dapat teridentifikasi karena terlalu luasnya ruang lingkup penelitian. Oleh karena itu, penelitian ini dilakukan untuk melakukan penilaian ketahanan Kota Surabaya sebagai peringkat pertama kota metropolitan paling cerdas di Indonesia menurut Indikator Kota Cerdas Indonesia (IKCI) tahun 2015 dan 2018. Kajian literatur dari empat sumber internasional digunakan untuk mengidentifikasi dimensi dan variabel yang mampu merepresentasi ketahanan Kota Surabaya. Terdapat sebanyak 32 variabel yang tersebar ke dalam 5 dimensi penelitian, antara lain dimensi sosial, infrastruktur, ekonomi, institusional, dan lingkungan. Penelitian ini menggunakan metode Analytical Hierarchy Process (AHP) untuk menentukan nilai prioritas dan Technique of Order Preference Similarity to Ideal (TOPSIS) untuk menentukan nilai performas ketahanan pada setiap dimensi. Hasil penelitian menunjukkan bahwa terdapat perbedaan peringkat antara nilai prioritas dan nilai performa pada setiap dimensi. Dimensi Infrastruktur memiliki nilai prioritas paling tinggi dalam menilai ketahanan, sedangkan dimensi institusional memiliki nilai performa ketahanan yang paling tinggi. Hal ini membuktikan bahwa pada kenyataannya berdasarkan data yang diperoleh di lapangan, kondisi infrastruktur tidak lebih baik daripada kondisi institusional.

Urbanization is the greatest challenge in the 21st century which has led to the emergence of various problems in urban areas, especially big cities. The smart city concept emerged as an effort to deal with this problem. However, is this smart city concept able to support a city in facing and surviving, and recovering from disasters? Previous research was conducted to assess the level of resilience showing results that not all smart cities have good resilience. Meanwhile, the factors causing this difference could not be identified because the research scope was too broad. Therefore, this research was conducted to assess the resilience of the city of Surabaya as the first rank of the smartest metropolitan city in Indonesia according to Indonesian Smart City Indikators (IKCI) in 2015 and 2018. Literature studies from four international sources were used to identify dimensions and variabels that are able to represent the resilience of the city of Surabaya. There are 32 variabels divided into 5 research dimensions, including sosial, infrastructure, economic, institutional, and environmental dimensions. This study uses the Analytical Hierarchy Process (AHP) method to determine priority values and the Technique of Order Preference Similarity to Ideal (TOPSIS) to determine resilience performance values for each dimension. The results of this research show that there is a difference in ranking between priority values and performance values in each dimension. The Infrastructure dimension has the highest priority value in assessing resilience, while the institutional dimension has the highest resilience performance value. This proves that in reality, based on data obtained in the field, infrastructure conditions are no better than institutional conditions.
