Abstract

Penerapan circular economy sejatinya memiliki tujuan untuk menghasilkan ekonomi yang berkelanjutan dengan mempertahankan nilai produk, material, dan sumber daya selama mungkin. Salah satu sektor industri yang diprioritaskan oleh pemerintah untuk segera menerapkan circular economy di Indonesia adalah industri food and beverages. Hal ini dikarenakan sektor ini berkontribusi besar terhadap produk domestik bruto dan tingkat penyerapan tenaga kerja di tahun 2019. Di sisi lain, jumlah sampah yang dihasilkan pada sektor ini juga menjadi yang terbesar. Dari hasil penelitian Bappenas tahun 2021, limbah yang dihasilkan pada sektor ini dapat berkurang sebesar 52% pada tahun 2030 dengan menerapkan circular economy. Oleh karena itu, diperlukan adanya Indonesia readiness index untuk mengukur tingkat kesiapan industri dalam menerapkan circular economy. Adapun indeks tersebut diharuskan untuk mampu mengakomodasi kepentingan berbagai pihak, baik pemerintah maupun perusahaan. Secara spesifik, perancangan indeks akan mengakomodasi financial measurement pada industri baik yang berdampak langsung maupun tidak langsung. Pengukuran akhir indeks ini akan dilakukan melalui metode cost-benefit analysis (CBA). Sebelum itu, akan terlebih dahulu dilakukan analisis bibliometrik, desk study terkait aspek hukum dan kebijakan dari pemerintah, focus group discussion bersama ahli, komparasi/benchmark terhadap indeks di luar negeri, serta penyusunan aspek dan indikator yang akan digunakan. Hasil akhir dari penelitian ini berupa rancangan framework yang didasarkan pada dampak pengukuran yakni direct to financial measurement dan indirect to financial measurement. Terdapat empat aspek dan sembilan indikator yang terpilih, dimana enam diantaranya tergolong sebagai benefit dan tiga indikator lainnya sebagai cost, yang kemudian hasil akhir dihitung dengan CBA

The goal of implementing a circular economy is to create a sustainable economy by preserving the value of products, materials, and resources for as long as possible. The food and beverage industry is one of the key sectors selected by the government for immediate implementation of a circular economy in Indonesia. The reason for this is because this industry plays a major role to the GDP and employment rates in 2019. However, the amount of garbage created in this industry is also the highest. According to Bappenas analysis in 2021, establishing a circular economy can reduce waste created in this industry by 52% by 2030. As a result, an Indonesia readiness index is required to assess the level of industry readiness for establishing a circular economy. The index must be able to meet the interests of numerous stakeholders, including the government and companies. The index's architecture will specifically accommodate financial metrics in the industry, both direct and indirect. The cost-benefit analysis (CBA) approach will be used to calculate the final value of this index. Prior to that, a bibliometric study will be performed, which will include desk studies relevant to government legal and policy aspects, focus group discussions with experts, benchmarking to international indices, and the creation of aspects and indicators to be utilized. The study's ultimate outcome is a framework design centered on the impact of measurement, especially direct and indirect financial measurement. There are four elements and nine indicators chosen, six of which are classed as benefits and three as costs, which are then computed using the CBA
