Abstract

Koordinasi dan komunikasi yang harmonis di sepanjang rantai pasok akan menghasilkan proyek yang tepat mutu, tepat waktu dan tepat biaya. Kenyataannya sebagian besar proyek infrastruktur mengalami keterlambatan dan hal ini berdampak pada pertumbuhan ekonomi. Tesis ini meneliti faktor-faktor penyebab keterlambatan di sepanjang rantai pasok proyek konstruksi infrastruktur dan strategi yang paling efektif untuk mengatasi faktor keterlambatan tersebut dengan menggunakan metode Quality Function Deployment (QFD) untuk menerjemahkan kebutuhan konsumen yang diawali dengan membuat matriks House of Quality (HOQ). Hasil penelitian menunjukkan terdapat 16 faktor penyebab keterlambatan pengadaan proyek infrastruktur dan 12 strategi yang efektif untuk mengatasi faktor keterlambatan tersebut. Namun ada 3 faktor keterlambatan yang memiliki peran terbesar yaitu perencanaan/program kerja pengadaan yang kurang matang, komunikasi dan koordinasi yang kurang baik dan proses pengadaan yang terlambat. dan terdapat 3 strategi yang memiliki keefektifan paling besar, yaitu membuat perencanaan program pengadaan dengan unit kerja terkait, mengelola pengadaan sesuai dengan target rencana kerja dan biaya serta melakukan monitoring dan evaluasi implementasi perencanaan program pengadaan secara periodik.

Harmonized coordination and communication along the supply chain will make projects that are of the right quality, on time, and on cost. In reality, most infrastructure projects experience delay factors, and this will cause an impact on economic growth. This thesis examines the factors that cause delays along the supply chain of infrastructure construction projects. The most effective technical response to overcome these delays is using the Quality Function Deployment (QFD) method to translate consumer needs, starting with creating a House of Quality (HOQ) matrix. The results showed that there are 16 factors causing delays in infrastructure projects and 12 effective strategies to overcome these delays. However there are 3 delay factors that have the biggest role, that is inadequate planning/procurement work programs, poor communication and coordination, and late procurement processes, and also there are 3 strategies that have the greatest effectiveness, namely making procurement program plans with related work units, managing procurement according to work plan targets and costs, and monitoring also evaluating the implementation of procurement program planning periodically.
