Abstract

Indonesia memiliki populasi kapal ikan ≤ 30 GT sebanyak 58.352 unit pada tahun 2023. Populasi kapal ikan yang begitu besar belum diikuti dengan jumlah galangan reparasi kapal ikan yang memadai. Galangan reparasi kapal ikan yang tersedia masih bersifat konvensional dan musiman. Penelitian ini bertujuan untuk merancang dan menganalisis galangan reparasi kapal ikan ≤ 30 GT yang dapat diwaralabakan. Langkah awal perancangan dilakukan dengan mengidentifikasi terkait jumlah dan kapasitas kapal ikan, jenis reparasi, kapasitas galangan reparasi, serta bisnis waralaba secara umum. Galangan reparasi kapal ikan waralaba menerapkan berbagai standar sebagai acuan bagi franchisee. Standar tersebut terdiri dari standar jenis reparasi kapal ikan, material reparasi, jenis layanan reparasi, fasilitas galangan, peralatan dan perlengkapan, layout galangan, kebutuhan SDM, serta sistem rantai pasok material. Franchisor sebagai pemberi waralaba menyediakan layanan pelatihan untuk franchisee, sistem pemasaran, serta hub untuk menunjang distribusi material. Galangan reparasi kapal ikan waralaba memiliki keunggulan yang lebih banyak dibandingkan galangan reparasi kapal ikan konvensional, namun modal yang dibutuhkan lebih besar. Bagi franchisee, galangan reparasi kapal ikan waralaba pada tahun ke-15 menghasilkan NPV sebesar Rp2,472,574,601, IRR sebesar 15%, ROI sebesar 18%, serta PBP pada 5,781 tahun. Sedangkan untuk franchisor, menghasilkan NPV sebesar Rp3,218,843,684, IRR sebesar 11%, ROI sebesar 18%, serta PBP pada 9,466 tahun.

Indonesia has a huge amount of fishing vessels ≤ 30 GT that reach 58.352 units in 2023. The huge amount of fishing vessels are not yet followed by the number of fishing vessel repair facilities. The existing fishing vessel repair facilities are yet still traditional and temporary. The purpose of this research is to make and analyze ≤ 30 GT fishing vessel repair facilities which can be franchised. The first step for this franchise system planning is to identify the number and capacity of fishing vessels, the fishing vessel repair types, the capacity of fishing vessel repair facilities, and franchise system are identified. The franchise fishing vessel repair facility has standards for all franchisee. The standards consist of fishing vessel repair service standard, materials standard, type of services standard, facilities standard, equipments standard, layout standard, human resource standard, and material supply chain system. Franchisor, as the owner of the franchise, provides training system for franchisee, marketing system, and hub for material supply chain system. The franchise fishing vessel repair facility has more advantages than conventional fishing vessel repair facility, but requires greater capital. For franchisee, the franchise fishing vessel repair facility in the fifteenth year has an NPV of Rp2,472,574,601, IRR of 15%, ROI of 18%, and PBP at 5,781 years. As for franchisor, the franchise fishing vessel repair facility has an NPV of Rp3,218,843,684, IRR of 11%, ROI of 18%, and PBP at 9,466 years.
