Abstract

Kawasan Agrowisata Perkebunan Teh Gunung Gambir memiliki daya tarik wisata berupa lahan kebun teh dan keindahan alam sekitar, objek wisata pendukung seperti spot foto, jogging track, tea walk, lapangan tenis, dan kolam renang, didukung fasilitas seperti pujasera dan villa, dan dapat menarik wisatawan lokal. Dalam RIPPDA Kabupaten Jember Tahun 2015-2025, Perkebunan Teh Gunung Gambir akan dikembangkan potensi pariwisatanya menuju wisata yang bertaraf internasional, pengembangan terpadu objek dan daya tarik wisata dengan mengedepankan kekhasan lokal dan memperhatikan aspek keberlanjutan, pembangunan sarana dan prasarana dasar yang belum berkembang, pengembangan inovasi manajemen produk dan kapasitas objek dan daya tarik wisata, dan pengemasan produk pariwisata yang berbeda dengan daerah lain. Namun, kawasan agrowisata memiliki permasalahan meliputi pengelolaan potensi wisata belum dikemas secara optimal, kurang didukung sarana dan prasarana wisata seperti moda transportasi umum menuju lokasi wisata, aksesibilitas kurang memadai seperti kondisi jalan yang makadam, minimnya program pemberdayaan masyarakat, minimnya keberadaan pusat infomasi wisata, minimnya investasi di sektor pariwisata, lemahnya daya saing produk usaha wisata, rendahnya pemahaman dan kesadaran masyarakat terhadap potensi pariwisata, kurangnya informasi potensi wisata kepada wisatawan nusantara dan mancanegara, keterbatasan profesionalisme SDM (pemerintah, swasta, dan masyarakat) di bidang pariwisata, dan keterbatasan penyelenggaraan pendidikan kepariwisataan terhadap sumber daya manusia. Penelitian ini yang bertujuan untuk menentukan arahan pengembangan Kawasan Agrowisata Perkebunan Teh Gunung Gambir, Kabupaten Jember. Metode penelitian ini terdiri dari 3 tahapan, yaitu penentuan faktor-faktor yang berpengaruh terhadap pengembangan kawasan agrowisata dengan menggunakan analisis delphi, kemudian yang kedua melakukan identifikasi kondisi eksisting, potensi, dan masalah dari faktor-faktor yang berpengaruh terhadap pengembangan kawasan agrowisata menggunakan analisis deskriptif kuantitatif dan kualitatif, dan yang ketiga membuat arahan pengembangan Kawasan Agrowisata Perkebunan Teh Gunung Gambir dengan menggunakan analisis deskriptif dan teknik triangulasi. Arahan pengembangan kawasan agrowisata meliputi menyediakan atraksi budaya petani, meningkatkan inovasi olahan produk agrowisata, membangun pusat informasi pariwisata dan shelter, membangun glamping, mengadakan pelatihan inovasi dan diferensiasi produk kuliner, menyediakan rute perjalanan khusus, melakukan peningkatan kualitas jalan, mengadakan seperti bus wisata, mobil angkutan umum wisata, ataupun ojek wisata, membangun sistem informasi perjalanan, penyerapan tenaga kerja dari penduduk sekitar, menyediakan peta objek wisata, mengembangkan konektivitas antar moda transportasi, meningkatkan pendidikan kepariwisataan terhadap masyarakat sekitar dan petani, mengadakan pelatihan pengembangan kompetensi terhadap sumber daya manusia, membangun promosi pemasaran audio visual pada baliho, menyediakan kalender wisata daerah, membangun promosi investasi dengan pihak swasta, dan menyelenggarakan event yang menggandeng pemerintah, masyarakat, dan swasta.

Mount Gambir Tea Plantation Agrotourism area has a tourist attraction in the form of tea plantation and its surrounding natural beauty, supporting tourist objects such as photo spot, jogging track, tea walk, tennis court, and swimming pool, supported by facilities such as food court and villa, and can attract local tourists. In the 2015-2025 Regional Tourism Development Master Plan (RIPPDA) of Jember Regency, Mount Gambir Tea Plantation will develop its tourism potential towards international standard tourism through integrated development of tourist objects and attractions by prioritizing local characteristics and paying attention to aspects of sustainability, construction of basic facilities and infrastructure that have not yet been developed, development of product management innovations and capacity of tourist objects and attractions, and packaging of tourism products that are different from other regions. However, the agrotourism area has problems including the management of tourism potentials that has not been packaged optimally, lack of support for tourism facilities and infrastructure such as public transportation modes to the tourist sites, inadequate accessibility such as poor road conditions, lack of community empowerment programs, lack of tourist information centers, lack of investment in the tourism sector, weak competitiveness of tourism business products, low public understanding and awareness of tourism potentials, lack of information on the tourism potentials to the domestic and foreign tourists, limited professionalism of human resources (government, private, and community) in the tourism sector, and limited implementation of tourism education to the human resources. Therefore, this study aims to determine the directions of the development of Mount Gambir Tea Plantation Agrotourism Area of Jember Regency. This research method consisted of 3 (three) stages, including determining the factors affecting the development of agrotourism area using Delphi analysis, identifying the existing conditions, potentials, and problems of the factors affecting the development of agrotourism area using quantitative and qualitative descriptive analyses, and making directions for the development of Mount Gambir Tea Plantation Agrotourism Area using descriptive analysis and triangulation technique. The directions for the development of agrotourism area included providing cultural attractions for farmers, increasing innovation in the processed agrotourism products, building tourism information centers, shelters, and glamping, conducting training for innovation and culinary product differentiation, providing special travel routes, improving road quality, providing modes of transporation such as tourist buses, tourist public transportation cars, or tourist motorcycle taxis, building travel information systems, absorbing labors from the local residents, providing maps of tourist objects, developing connectivity between modes of transportation, improving tourism education for the local communities and farmers, conducting competency development training on human resources, building promotion of audio-visual marketing on billboards, providing regional tourism calendars, establishing investment promotions with the private sectors, and organizing events that involve the government, public, and private sectors.
