Abstract

Proyek Preservasi Jalan dan Jembatan Sidoarjo – Gempol – Pandaan – Malang – Kepanjen merupakan proyek pekerjaan perbaikan dan peningkatan jalan pada jalan jurusan Sidoarjo – Gempol – Pandaan – Malang – Kepanjen, dimana pekerjaan dilakukan pada ruas jalan dengan lalu lintas yang padat. Berdasarkan data kecelakaan lalu lintas pada ruas Jalan Sidoarjo – Gempol – Pandaan – Malang - Kepanjen dari Polres Pasuruan, jumlah kecelakaan pada tahun 2019 yaitu 977 kasus kecelakaan cenderung meningkat dari tahun – tahun. Sehingga perlu direncanakan SMK3 pada proyek ini. Penelitian ini bertujuan untuk mengetahui perbandingan perencanaan biaya sistem manajemen K3 (Keselamatan dan Kesehatan Kerja) konstruksi terhadap proyek Perservasi Jalan dan Jembatan Sidoarjo – Gempol – Pandaan – Malang – Kepanjen, terhadap Permen PU No.1 Tahun 2022 dengan Permen PU No.10 Tahun 2021. Identifikasi bahaya dan pengendalian risiko menggunakan metode HIRARC. HIRARC merupakan cara untuk mengidentifikasi bahaya yang mungkin dan ada pada lokasi pekerjaan, dimana setelah dilakukan identifikasi maka di tentukan jenis pengendalian bahaya agar dapat meminimalisir tingkat risiko, dengan tujuan agar tercipta zero accident pada suatu proyek. Dari hasil identifikasi bahaya dan pengendalian risiko di proyek Preservasi Jalan dan Jembatan Sidoarjo – Gempol – Pandaan – Malang – Kepanjen menggunakan metode HIRARC (Hazard Identification Risk Assessment And Risk Control). Maka akan di dapatkan hasil nilai risiko pada di proyek Preservasi Jalan dan Jembatan Sidoarjo – Gempol – Pandaan – Malang – Kepanjen sebesar 125 kemungkinan risiko yang bisa terjadi, dengan tingkat risiko proyek menurut Permen PUPR No. 10 Tahun 2021 berdasarkan perbandingan waktu dengan nilai kontrak masuk kedalam risiko sedang. Dengan biaya kebutuhan K3 menggunakan Permen PUPR No. 10 Tahun 2021 sebesar Rp. 171.208.620,00 sedangkan dengan menggunakan Permen PUPR No.1 Tahun 2022 sebesar Rp. 153.011.520,00. Tidak ada perbedaan yang signifikan dikarenakan ada beberapa item K3 yang dihilangkan atau tidak ada pada Permen PUPR No. 1 Tahun 2022.

The Sidoarjo – Gempol – Pandaan – Malang – Kepanjen Road and Bridge Preservation Project is a road repair and improvement work project on the Sidoarjo – Gempol – Pandaan – Malang – Kepanjen main road, where the work is carried out on roads with heavy traffic. Based on traffic accident data on Jalan Sidoarjo - Gempol - Pandaan - Malang - Kepanjen from the Pasuruan Police, the number of accidents in 2019, namely 977 accident cases, tends to increase from year to year. So it is necessary to plan SMK3 on this project. This study aims to compare the cost planning of the K3 (Occupational Safety and Health) management system construction for the Sidoarjo – Gempol – Pandaan – Malang – Kepanjen Road and Bridge Preservation project, against the Minister of Public Works Regulation No.1 of 2022 with the Minister of Public Works No.10 of 2021 . Hazard identification and risk control using the HIRARC method. HIRARC is a way to identify possible hazards and exist at work sites, where after identification, the type of hazard control is determined in order to minimize the level of risk, with the aim of creating zero accidents on a project. From the results of hazard identification and risk control in the Sidoarjo – Gempol – Pandaan – Malang – Kepanjen Road and Bridge Preservation project using the HIRARC (Hazard Identification Risk Assessment And Risk Control) method. Then the results of the risk value will be obtained for the Sidoarjo - Gempol - Pandaan - Malang - Kepanjen Road and Bridge Preservation project of 125 possible risks that can occur, with the level of project risk according to PUPR Ministerial Regulation No. 10 of 2021 based on a comparison of the time with the contract value entered into moderate risk. With the cost of K3 needs using PUPR Regulation No. 10 of 2021 of Rp. 171,208,620.00 while using PUPR Regulation No. 1 of 2022 in the amount of Rp. 153,011,520.00. There is no significant difference because there are several K3 items that are omitted or absent in PUPR Regulation No. 1 Year 2022.
