Abstract

Pada tahun 2019 indonesia baru memiliki tampungan air 53 m3/kapita/tahun, pemerintah menargetkan memiliki tampungan air sebesar 120 m3/kapita/tahun pada tahun 2024. Untuk mendukung target tersebut pemerintah berencana menggiatkan investasi swasta pada pembangunan bendungan, namun penawaran skema KPBU oleh pemerintah tidak sepenuhnya berjalan lancar. Bendungan Tiga Dihaji di Sumatera Selatan merupakan contoh proyek pembangunan bendungan yang gagal mendapatkan pendanaan melalui skema KPBU. Penelitian ini dimulai dengan analisis nilai kelayakan finansial pada pembangunan bendungan tiga dihaji, dilanjutkan analisis nilai Viability Gap Fund (VGF) dan Availability Payment (AP) yang dibutuhkan, kemudian dilakukan analisis sensitivitas serta analisis keuntungan dan kerugian untuk mendapatkan Skema KPBU yang paling optimal. Hasil penelitian menunjukkan bahwa berdasarkan analisis kelayakan finansial pada Bendungan Tiga Dihaji didapatkan nilai NPV negatif (Rp. -1.151.864.276.247,-), untuk dapat menarik minat investor diperlukan dukungan pemerintah berupa VGF minimal sebesar 54,66% terhadap total biaya pembangunan yang dibayarkan selama masa konstruksi atau berupa AP minimal sebesar 9,12% terhadap total biaya pembangunan yang dibayarkan selama masa operasional. Berdasarkan analisis keuntungan dan kerugian didapatkan hasil jika pembangunan Bendungan Tiga Dihaji lebih baik dilaksanakan Skema KPBU dengan AP.

In 2019, Indonesia has only 53 m3/capita/year of water storage, the government targets to have a water reservoir of 120 m3/capita/year in 2024. To achieve this target, the government plans to activate private investment in dam construction, however, the offer of the PPP scheme by the government did not going well. The Tiga Dihaji Dam in South Sumatra is an example of a dam construction project that failed to obtain funding through a PPP scheme. This research begins with an analysis of the value of financial feasibility in the construction of The Tiga Dihaji Dam, followed by an analysis of the required Viability Gap Fund (VGF) and Availability Payment (AP) values, then a sensitivity analysis as well as a profit and loss analysis is carried out to obtain the most optimal PPP Scheme. The results showed that based on the financial feasibility analysis, the Tiga Dihaji Dam obtained a negative NPV (Rp. -1.151.864.276.247,-), To be able to attract investors, government support is needed in the form of a minimum VGF of 54.66% of the total construction costs paid during the construction period or in the form of AP of at least 9.12% of the total construction costs paid during the operational period. Based on the profit and loss analysis, the results show that the construction of the Tiga Dihaji Dam is better implemented under the PPP Scheme with AP.
