Abstract

Sebuah kota mendapatkan kesempatan untuk bisa lebih meningkatkan produktivitasnya karena dinamika penduduknya yang semakin cepat. Oleh karena itu, angkutan umum berperan sangat penting dalam memfasilitasi mobilitas transportasi para penduduk kota. Kota Surabaya melalui Dinas Perhubungan Kota Surabaya sebagai pelaksana melakukan pengembangan dan inovasi dari tahun 2018 dengan mengadakan Suroboyo Bus. Hingga pada tahun 2022 ini Suroboyo Bus telah melakukan inovasi baru dengan bekerjasama dengan BLUD untuk pengoperasian Suroboyo Bus dengan sistem subsidi dan juga bekerjasama dengan Kemenhub untuk pengoperasian Trans Semanggi Suroboyo dengan sistem tender BTS. Penerapan sistem Suroboyo Bus sudah merata di area Surabaya. Sedangkan penerapan sistem Trans Semanggi Suroboyo masih di rute Timur-Barat dan Utara-Selatan. Dengan itu kajian tentang perbandingan kinerja bus kota Surabaya antara pengelolaan subsidi BLUD dan tender BTS perlu dilakukan di koridor Barat-Timur dan Utara-Selatan untuk mengetahui skema yang terbaik agar kedepannya inovasi bus kota Surabaya bisa dikembangkan.
Jenis penelitian yang digunakan yaitu deskriptif dengan pendekatan kuantitatif dan kualitatif. Subjek penelitian data sekunder didapatkan dari data Aplikasi Teman Bus dan Gobis. Subjek penelitian data primer didapatkan dari data Google form dari penumpang tentang pelayanan antara bus kota. Analisis data dilakukan dengan pengumpulan data, reduksi data dan pembuatan kesimpulan.
Hasil yang didapatkan dari penelitian ini setelah menguji kualitas operasional bus kota Surabaya antara BLUD dan BTS di koridor Barat-Timur dan Utara-Selatan dengan meninjau segi operasional dari skema dan rute yang dilakukan yaitu berupa faktor muat, waktu tempuh, kecepatan perjalanan, waktu antara, frekuensi, dan waktu tunggu penumpang. Nilai kinerja berdasarkan Peraturan Menteri Perhubungan Republik Indonesia Nomor SK.5923/AJ.005/DRJD/2016 sebesar 11. Kinerja yang perlu dijadikan prioritas peningkatan berdasarkan tingkat kepuasan dan harapan penumpang adalah kenyamanan halte, jarak antar halte, ketersediaan media informasi pelayanan di halte, lanjut usia, dan wanita hamil dalam mengakses halte, kelayakan jam operasional, dan integrasi dengan transportasi umum lain.

A city gets the opportunity to be able to further increase its productivity due to the dynamics of its population which is accelerating. Therefore, public transport plays a very important role in facilitating the mobility of urban residents. The City of Surabaya through the Surabaya City Transportation Service as the executor has carried out development and innovation from 2018 by holding the Suroboyo Bus. Until 2022, Suroboyo Bus has made new innovations by collaborating with BLUD for the operation of the Suroboyo Bus with a subsidy system and also collaborating with the Ministry of Transportation for the operation of Trans Semanggi Suroboyo with a BTS tender system. The implementation of the Suroboyo Bus system has been evenly distributed in the Surabaya area. Meanwhile, the implementation of the Trans Semanggi Suroboyo system is still on the East-West and North-South routes. Therefore, a study on the comparison of Surabaya city bus performance between BLUD subsidy management and BTS tender needs to be carried out in the West-East and North-South corridors to find out the best scheme so that in the future Surabaya city bus innovation can be developed.
The type of research used is descriptive with quantitative and qualitative approaches. The research subjects secondary data obtained from the Teman Bus and Gobis application data. Primary data research subjects were obtained from Google form data from passengers about services between city buses. Data analysis was carried out by collecting data, reducing data and making conclusions.
From the result of this research is to test the operational quality of Surabaya city buses between BLUD and BTS in the West-East and North-South corridors by reviewing the operational aspects of the schemes and routes that are currently being carried out. This research will provide views to the government and private parties that operate Surabaya city buses to further improve their performance in a measurable manner.
