Abstract

Pengembangan Human Resources Information System (HRIS) phase pertama di perusahaan tambang dan kelapa sawit kalimantan timur selama ini menggunakan kerangka kerja Waterfall, selama proses pengembangan Human Resources Informatian System (HRIS) ini, proyek sering mengalami perubahan- perubahan requirement di tengah proses pengembangannya, sehingga fitur-fitur yang dibangun menjadi kurang relevan terhadap sistem bisnis. Selain itu terdapat banyak ditemukannya bugs dan defects yang terjadi ketika projek sudah di deploy ke production environment, dikarenakan ketidaksesuaian pemahaman developer terhadap nilai bisnis yang ingin disampaikan kepada pengguna. Sehingga hal-hal tersebut menyebabkan jadwal pengerjaan proyek tidak tepat waktu, mengalami pembengkakan biaya sehingga perlunya analisis kerangka kerja yang paling relevan dengan proyek ini. Dalam penelitian ini metode yang digunakan adalah Rapid Evidence Assesment (REA) merupakan metode pengambilan keputusan yang cepat dengan tinjauan literatur untuk membuat rekomendasi berbasis bukti nyata yang diperlukan manajemen dalam suatu proyek. Metode ini menggunakan kombinasi wawancara, pencarian literatur, dan pencarian hasil bukti nyata yang ditargetkan untuk menghasilkan laporan dalam beberapa hari atau beberapa minggu melalui survei pengembang perangkat lunak, pemilik produk, dan beberapa metrik kesuksesan yang telah diidentifikasi dalam tinjauan literatur. Sebelum melakukan pengumpulan data penelitian ini divalidasi dengan dua tahapan, tahapan pertama adalah pilot testing agar kusioner yang dibuat mudah dipahami dan sesuai dengan tujuan, tahapan yang kedua adalah validasi expert dengan jumlah validator sebanyak lima orang yang kemudian kuisioner disebar melalui metode pengambilan data purposive sampling. Pada penelitian dihasilkan bahwa terdapat 5 aspek yang mempengaruhi time to develop yaitu aspek organizational, aspek proses, aspek project, aspek people, dan aspek technical. Kerangka kerja Scrum merupakan kerangka kerja yang jauh lebih relevan dengan kondisi proyek saat ini, hal ini dibuktikan berdasarkan hasil pegambilan data dilapangan bahwa kerangka kerja scrum mendapatkan point sebesar 3,6 point lebih besar 0,5 point dari pada kerangka kerja waterfall dengan perolehan 3,1 point.

The development of Human Resources Information System (HRIS) first phase in mining and palm oil companies in East Kalimantan has used the Waterfall framework. This happens because the features are less relevant to business system. besides, there are many bugs and defects found that occur when a project has been deployed to a production environment, due to a discrepancy between the developer's understanding of business value he wants to convey to users. So that these things cause the project work schedule to not be on time, and to experience cost overruns so it is necessary to analyze the framework that is most relevant to this project. This research used method is the Rapid Evidence Assessment (REA) which is a quick decision-making method with a literature review to make evidence-based recommendations needed by management in a project. This method uses a combination of interviews, literature searches, and targeted evidence-gathering to generate reports over days or weeks through surveys of software developers, product owners, and some of the success metrics identified in the literature review. Before data collection, this research was validated in two stages, first stage is pilot testing, so that the questionnaires were made easy to understand and fit the purpose, and second stage is expert validation with a total of five validators who then distributed the questionnaires through purposive sampling data collection method. This research found that there were 5 elements that influenced development time, organizational, process, project, human, and technical. Then Scrum framework is more relevant to current project conditions, this is evidenced based on the results of data collection in field, that Scrum framework gets points of 3.6 points 0.5 points greater than waterfall framework with 3,1 points.
