Abstract
Telah terjadi perubahan keinginan pelanggan terhadap kualitas kantong plastik. Dahulu, fungsi kantong plastik menjadi kualitas utama yang diharapkan pelanggan. Saat ini, aspek nonfungsi atau estetika produk seperti kekasaran plastik, print keropos, warna kantong plastik, outer pack yang sempit dan outer pack yang sulit dibuka juga menjadi contoh kulitas yang diharapkan pelanggan. Sehingga, penelitan ini ditujukan untuk merancang ulang sistem pengendalian kualitas dalam merespon perubahan keinginan pelanggannya. Perencanaan sistem pengendalian kualitas dilakukan dengan menggunakan pendekatan quality functional deployment dan acceptance sampling plan. Penelitian dimulai dengan identifikasi keinginan pelanggan dan pembuatan house of quality. Dari hasil pengolahan house of quality, terdapat kriteria kualitas warna kantong plastik, warna produk, cara ikat dan kerapian kemasan yang akan ditambahkan dalam kriteria pengendalian kualitas. Dilakukan perencanaan mekanisme pengendalian kualitas berupa pembuatan checksheet baru dan metode sampling untuk memudahkan pengdendalian kualitas. Metode sampling yang direncanakan menggunakan tabel military standard 105E dan sample tunggal. Perencanaan pengendalian kualitas akan dibakukan dalam bentuk work instruction dan standar operating procedur. work instruction untuk incoming bahan, qc dan panduan prosedur printing. Pembuatan usulan standar operating procedure juga dilakukan sebagai acuan dasar tim quality control dan manajemen dalam melakukan pengendalian kualitas.

Customer needs have changed over time. In the past, the function is the only quality that customer requires. Now, nonfunction or aesthetics like hardness, bad printing, bad plastic color, and inappropriate outer pack become one of the quality criteria for the customer. So, nonfunction or aesthetics will add to the criteria of quality control. This research aims to re-plan the quality control system to counter the change in customer needs. The plan for the quality control system adopts Quality Functional Deployment Method and Acceptance Sampling Plan. This research started by identifying voice of customer and deploying it in House of Quality. Using Focus Group Discussion, we identify criteria like the color of plastic bags, the outer pack color, and the packaging product that will add quality control characteristics. Rearrange the quality control mechanism by making a new check sheet and sampling method. Sampling plan method is determined by applying military standard 105 e and single sampling method. This rearrangement will standardize by making work instructions for incoming material, quality control, setting the printing process, and Standard Operating Procedure of quality control. This standardization can use as a reference for the quality control division and management.
