Abstract

Proses logistik merupakan salah satu competitive advantage bagi perusahaan untuk meningkatkan pelayanan kepada pelanggan dan efisiensi total biaya. Logistik memegang peran penting dalam proses pengambilan keputusan oleh sebuah perusahaan manufaktur, termasuk perusahaan industri semen. Salah satu fungsi penting dalam logistik adalah fungsi transportasi yang menghubungkan aktivitas produksi, penyimpanan, dan aktivitas konsumsi. Sistem distribusi suatu perusahaan industri semen harus disusun dengan optimal untuk mampu memenangkan kompetisi dan mampu menghadapi tantangan dari berbagai faktor, salah satunya adalah kebijakan pemerintah berupa penerapan Zero Over Dimension Overload (ODOL). Kebijakan tersebut akan berdampak pada peningkatan biaya transportasi dan biaya logistik secara keseluruhan. Sebagai alternatif atas tantangan tersebut, penggunaan transportasi multi-moda melalui truk dan kereta api dapat dipertimbangkan. Penelitian ini menggunakan pendekatan optimasi Linear Programming untuk mengetahui alokasi utilitas moda transportasi darat dan jumlah muatan optimal dalam mencapai total biaya transportasi yang minimum. Berdasarkan penelitian yang dilakukan diketahui bahwa penerapan transportasi multi moda truk dan kereta api dapat menghasilkan biaya transportasi yang lebih efisien dengan nilai Rp 23.154.829.635,- apabila dibandingkan dengan total biaya transportasi penggunaan moda truk berkapasitas sesuai kebijakan Zero ODOL senilai Rp 286.923.560.150,-. Hal tersebut selaras dengan analisis sensitivitas yang menunjukkan bahwa struktur biaya transportasi dan permintaan adalah variabel yang memiliki pengaruh kuat pada alokasi penggunaan moda transportasi dan total biaya transportasi.

Manufacturing companies are faced with several challenges, especially in the logistics process. Companies must thus take steps to lower the risk in order to remain competitive. The logistics procedure is the primary subject of this study. The logistic process is known as a competitive advantage for manufacturing companies to improve services to customers, especially for cost efficiency in total. In the cement industry, there are several logistical roles in the logistics flow. One of the most beneficial roles is transportation, which connects production, storage, distribution, and consumption functions. Hence, transportation or distribution functions must be optimally set in purpose to win every challenge in several factors, including the government policy like Zero Over Dimension Overload (ODOL) which normally will increase the logistic cost. So, multi-mode transportation such as truck and train can be considered the answer to this challenging situation. This research uses a linear programming optimization method to count ground transportation utility allocation and its optimum carriage amount at the minimum cost of transportation. Through this research, we found that the cost comparison between each transportation mode affected the decision as to what kind of transportation was used. Based on the research, the amount of distribution using train services is about Rp 23.154.829.635,- making it more efficient than truck services at Rp 286.923.560.150,- through the Zero ODOL policy. This result is proportionate to the sensitivity analysis, which mentioned that transportation cost and demands are the most affecting variables through transportation usability and its total cost.
