Abstract

Dalam beberapa dekade terakhir, alokasi anggaran dana untuk pembangunan pertahanan dari Tentara Nasional Indonesia (TNI) memiliki anggaran yang cukup terbatas, sehingga alokasi anggaran harus digunakan dengan efisien Hal ini sangat berdampak terhadap pembangunan pertahanan yaitu, pembelanjaan Alutsista TNI. Alutsista TNI sendiri merupakan serangkaian alat peralatan dan sistem senjata yang mendukung pelaksanaan tugas pokok dari TNI. Salah satu Alutsista TNI tersebut adalah Kapal MPV 3500 GT yang difungsikan untuk mengangkut kendaraan, peralatan, dan juga pasukan dari sebuah pulau ke pulau lainnya. Kapal MPV 3500 GT memiliki 3 buah pintu yaitu Swing Door, Ramp Door, dan Safety Gate yang dioperasikan menggunakan sistem hidrolik terpisah. Pada penelitian ini, dilakukan analisis kelayakan ekonomis dengan menggunakan perhitungan Net Present Value (NPV), Internal Rate of Return (IRR), dan Benefit Cost Ratio (BCR) untuk perancangan pengaplikasian sistem hidrolik terintegrasi (IHS) pada Kapal MPV 3500 GT dengan tujuan menghindari penanaman modal yang terlalu besar dalam tahap perancangan sistem tersebut. Berdasarkan dari analisis NPV, perhitungan pada discount rate 7% dan 15% menghasilkan hasil sebesar Rp2.944.061,00 dan Rp1.013.280.575,00. Kemudian, hasil dari analisis IRR didapatkan bahwa nilai IRR (21%) lebih besar daripada nilai suku bunga yang berlaku (8%). Hasil dari analisis BCR menunjukkan bahwa perbandingan total saving cost dan total biaya investasi awal adalah sebesar 2,81 > 1. Berdasarkan dari 3 jenis analisis perhitungan yang telah dilakukan, sistem hidrolik terintegrasi (IHS) pada kapal MPV 3500 GT miliki TNI dinyatakan layak secara ekonomis untuk dijalankan hingga 25 tahun kedepan.

In the last few decades, the budget allocation for defense development from the Indonesian National Armed Forces (TNI) has been limited. This has had a major impact on one of the things that is included in defense development, for example, the spending on the TNI's Defense Equipment or the Main Tool for the Weapon System of the Indonesian National Armed. The TNI's defense system is a series of equipment and weapon systems that support the implementation of the main tasks of the TNI. One of the TNI's main defense equipment is the MPV 3500 GT ship which is used to transport vehicles, equipment, and also troops from one island to another. The MPV 3500 GT ship has 3 doors, namely Swing Door, Ramp Door and Safety Gate which are operated using a separate hydraulic system. In this study, an economic feasibility analysis was carried out using Net Present Value (NPV), Internal Rate of Return (IRR), and Benefit Cost Ratio (BCR) calculations to design the application of an integrated hydraulic system (IHS) on the 3500 GT MPV Ship with the aim of avoiding investment that is too large in the design stage of the system. Based on the NPV analysis, calculations at a discount rate of 7% and 15% yield results of IDR 2,944,061.00 and IDR 1,013,280,575.00. Then, the results of the IRR analysis show that the IRR value (21%) is greater than the prevailing interest rate (8%). The results of the BCR analysis show that the ratio of the total saving cost and the total initial investment cost is 2.81 > 1. Based on the 3 types of calculation analysis that has been carried out, the integrated hydraulic system (IHS) on the 3500 GT MPV ship belonging to the TNI is declared economically feasible to run for the next 25 years.
