Abstract

Dengan adanya International Ship and Port Facility Security (ISPS Code) diharapkan dapat megurangi risiko-risiko terhadap keamanan dan keselamatan terhadap beberapa aspek seperti wilayah pelabuhan, sarana dan prasarana, awak kapal, penumpang, dan terhadap kapal muatannya. ISPS Code harus bekerja secara optimal agar sistem keamanan pelabuhan terjamin kelancarannya dalam proses transportasi dan logistik. Penelitian ini bertujuan untuk mengetahui tingkat penerapan ISPS Code pada Pelabuhan utama di Indonesia yaitu Pelabuhan Tanjung Priok dan Pelabuhan Tanjung Perak dalam pelaksanaan prosedur kemanan dan keselamatan sesuai dengan ISPS Code serta bagaimana kondisi penerapannya. Metode yang digunakan adalah analisa risiko ancaman, kerentanan, dan dampak, serta analisa risiko probabilitas pada tingkat penerapan ISPS Code pada Terminal Penumpang Tanjung Priok, Terminal Penumpang Gapura Surya Nusantara, dan PT. ISM Bogasari Flour Mills berdasarkan data-data yang berhubungan. Didapatkan hasil nilai risiko ancaman, kerentanan, dan dampak bahwa dari 9 skenario yang ada, Terminal Penumpang Tanjung Priok memiliki prioritas tindakan “Document” pada 9 skenario, Terminal Penumpang Gapura Surya Nusantara memiliki prioritas tindakan 2 “Consider” dengan skenario 1 pada matriks risiko 13,68 dengan probabilitas sangat rendah dan pada skenario 2 sebesar 10,48 dengan probabilitas sangat rendah, dan 7 “Document”, dan PT. ISM Bogasari Flour Mills memiliki prioritas tindakan 2 “Consider” dengan skenario 1 pada matriks risiko sejumlah 18,21 dengan probabilitas sangat rendah dan pada skenario 5 sebesar 36,57 dengan probabilitas rendah dan 7 “Document”. The existence of the International Ship and Port Facility Security (ISPS Code) is expected to reduce the risks to security and safety in various aspects such as port areas, facilities and infrastructure, ship crew, passengers, and cargo ships. The ISPS Code must work optimally to ensure the smoothness of the port security system in the process of transportation and logistics. This study aims to determine the level of implementation of the ISPS Code at major ports in Indonesia, namely Tanjung Priok Port and Tanjung Perak Port, in the implementation of security and safety procedures in accordance with the ISPS Code and how its implementation is. The method used is threat, vulnerability, and impact risk analysis, as well as probability risk analysis at the level of implementation of the ISPS Code at the Tanjung Priok Passenger Terminal, Gapura Surya Nusantara Passenger Terminal, and PT. ISM Bogasari Flour Mills based on relevant data. The results show that of the 9 scenarios, the Tanjung Priok Passenger Terminal has a priority action of "Document" in 9 scenarios, the Gapura Surya Nusantara Passenger Terminal has a priority action of 2 "Consider" with scenario 1 in the risk matrix of 13.68 with a very low probability and in scenario 2 of 10.48 with a very low probability, and 7 "Document", and PT. ISM Bogasari Flour Mills has a priority action of 2 "Consider" with scenario 1 in the risk matrix of 18.21 with a very low probability and in scenario 5 of 36.57 with a low probability and 7 "Document".
