Abstract

Sebagai negara kepulauan, Indonesia bersengketa dengan negara lain terkait klaim hak berdaulat di Laut Natuna Utara. Besarnya potensi tersebut memberikan konsekuensi daya tarik banyak pihak lain untuk dapat meraup keuntungan ekonomis di Laut Natuna Utara. Maka dari itu, diperlukan strategi pengawasan yang tepat untuk dapat mencegah dan memerangi illegal fishing di Laut Natuna Utara agar sumber daya ikan Indonesia dapat dilindungi dan berkelanjutan, serta tegaknya kedaulatan Indonesia. Sejak penemuannya, radar telah sangat memengaruhi semua domain peperangan militer, termasuk peperangan laut. Radar banyak digunakan di platform militer sebagai alat untuk mendeteksi, pelacakan, dan klasifikasi musuh. Radar Cross Section (RCS) adalah ukuran kekuatan reflektif suatu objek, untuk menentukan seberapa dini target dapat dideteksi. Reduksi RCS dari suatu kapal dapat menghambat deteksi radar kapal musuh. Pada desain awal Kapal Pengawas Perikanan tipe C, didapatkan nilai radar cross section sebesar 31 dBsm. Dilakukan evaluasi terhadap bentuk deckhouse untuk mengurangi luasan pantulan radar. Pada tahap evaluasi ini, didapatkan nilai radar cross section sebesar 30.6 dBsm. Kemudian dilakukan evaluasi terhadap bentuk lambung, bentuk lambung yang digunakan sebelumnya diubah menjadi bentuk inverted bow untuk mengurangi pantulan radar di daerah bow. Pada evaluasi lambung, didapatkan nilai radar cross section sebesar 30.4 dBsm. Kemudian dilakukan evaluasi terhadap pengubahan material deckhouse. Material yang digunakan adalah material komposit bernama BAM/PET. Pada evaluasi pelapisan Radar Absorbing Material (RAM) deckhouse didapatkan nilai radar cross section sebesar 1.9 dBsm. Dilakukan pelapisan RAM pada kapal awal sebelum dilakukan evaluasi deckhouse dan lambung, hasil pelapisan RAM pada kapal awal menunjukkan nilai radar cross section sebesar 3.7 dBsm. Nilai tersebut sudah memenuhi kriteria radar cross section kapal. Sehingga tidak perlu dilakukan evaluasi terhadap bentuk deckhouse dan lambung, cukup melakukan pelapisan RAM pada kapal untuk mengurangi nilai radar cross section pada kapal. Hasil evaluasi tersebut kemudian digunakan untuk mendesain Lines Plan, General Arrangement, dan 3D Model.

The magnitude of this potential has consequences for the attraction of many other parties to be able to reap economic benefits in the North Natuna Sea. Therefore, an appropriate monitoring strategy is needed to be able to prevent and combat illegal fishing in the North Natuna Sea so that Indonesia's fish resources can be protected and sustainable. and the upholding of Indonesian sovereignty. Since its invention, radar has greatly influenced all domains of military warfare, including naval warfare. Radar is widely used in military platforms as a means of detecting, tracking and classifying enemies. Radar cross section (RCS) is a measure of the reflective strength of an object, to determine how early a target can be detected. RCS reduction of a ship can hinder enemy ship radar detection. In the initial design of the Type C Fisheries Control Ship, a radar cross section value of 31 dBsm was obtained. Evaluate the shape of the deckhouse to reduce the area of radar reflection. At this evaluation stage, the radar cross section value was 30.6 dBsm. Then an evaluation of the shape of the hull was carried out, the shape of the hull previously used was changed to an inverted bow shape to reduce radar reflections in the bow area. On hull evaluation, the radar cross section value was 30.4 dBsm. Then an evaluation of the change in deckhouse material is carried out. The material used is a composite material called BAM/PET. In the evaluation of the deckhouse Radar Absorbing Material (RAM) coating, the radar cross section value was 1.9 dBsm. The RAM coating was carried out on the early ship before the deckhouse and hull evaluation was carried out, the results of the RAM coating on the initial ship showed a radar cross section value of 3.7 dBsm. This value meets the ship's radar cross section criteria. So there is no need to evaluate the shape of the deckhouse and hull, it is enough to apply RAM coating on the ship to reduce the value of the radar cross section on the ship.The evaluation results are then used to design Lines Plans, General Arrangements, and 3D Models.
