Abstract

Peruntukan kawasan pesisir berpotensi menimbulkan konflik kepentingan, penurunan kualitas lingkungan dan tekanan terhadap sumberdaya. Pesisir selatan Kabupaten Bangkalan memiliki potensi mangrove sekaligus dihadapkan dengan permasalahan pencemaran pesisir. Berdasarkan hal tersebut sangat diperlukan optimasi keruangan di kawasan pesisir Kabupaten Bangkalan yang dapat mengakomodasi kepentingan ekonomi dan ekologi. Tujuan penelitian ini adalah 1) mengidentifikasi potensi kawasan mangrove di pesisir selatan Kabupaten Bangkalan, 2) menganalisis perubahan pemanfaatan ruang kawasan mangrove dalam kuran waktu 10 tahun (2009-2019), 3) merumuskan model optimasi pemanfaatan ruang kawasan mangrove, dan 4) mendesain model optimasi pengelolaan sebagai kawasan ekowisata mangrove. Penelitian dilaksanakan di Kecamatan Kwanyar dan Kecamatan Modung Kabupaten Bangkalan. Metode penelitian yang digunakan adalah survei lapang, analisis laboratorium, analisis data citra, dan analisis data sekunder. Skenario optimasi pemanfaatan ruang kawasan mangrove dianalisis menggunakan goal programming. Model pengelolaan kawasan ekowisata dibangun dan dikembangkan menggunakan model Mangrove Ecotourism Opportunity Spectrum (MEOS) dan simulasi dinamika sistem. Perubahan lahan mangrove menunjukkan penambahan luas hingga 40,8%. Model optimasi menggunakan goal programming menunjukkan bahwa skenario terbaik adalah skenario 4 yang mampu memberikan solusi terhadap pemenuhan luasan kawasan lindung sebesar 30% dan masih memungkinkan penambahan areal luasan permukiman baru seluas 393,20 Ha. Luas rencana pembangunan TPA untuk 10 tahun 2,4 Ha. Hasil analisis kesesuaian lahan terdapat 2 lokasi hutan mangrove yang sangat sesuai untuk dijadikan kawasan ekowisata, yaitu Desa Langpanggang dan Desa Modung yang keduanya berada di Kecamatan Modung. Hasil analisis menggunakan model pengelolaan MEOS menunjukkan bahwa kedua lokasi sesuai untuk dikelola menggunakan konsep semi-primitive, yaitu membatasi pembangunan struktur permanen di dalam kawasan ekowisata. Analisis model sistem dinamika menemukan skenario terbaik dalam pengelolaan kawasan ekowisata di pesisir selatan Kabupaten Baangkalan adalah pengelolaan berbasis konservasi dengan mendirikan tempat pembuangaan akhir (TPA) sampah, memfokuskan anggaran promosi, dan mengikuti peraturan penggunaan luasan wisata yang diijinkan

Designation of coastal areas can cause conflicts of interest, environmental degradation, and resource pressure. The south coast of Bangkalan Regency has mangrove potential and faces coastal pollution problems. Based on this, it is necessary to optimize space in the coastal area of Bangkalan Regency, which can accommodate economic and ecological interests. The aims of this study were 1) to identify the potential for mangrove areas on the south coast of Bangkalan Regency, 2) to analyze changes in the spatial use of mangrove areas in a period of 10 years (2009-2019), 3) to formulate a model for optimizing the spatial use of mangrove areas, and 4) to design a model optimization of management as a mangrove ecotourism area. This research was located in Kwanyar and Modung Districts, Bangkalan Regency. The research methods used are a field survey, laboratory, image, and secondary data analysis. Optimization scenarios for space utilization in mangrove areas are analyzed using goal programming. Model of ecotourism area management using the Mangrove Ecotourism Opportunity Spectrum (MEOS) and system dynamics simulation. Mangrove land changes show an increase in the area of up to 40.8%. The optimization model using goal programming shows that the best scenario is scenario four which can provide a solution to fulfilling the protected area by 30% and still allows the addition of a new settlement area of 393.20 Ha. The landfill development plan area for 10 years is 2.4 Ha. The results of the land suitability analysis show that two mangrove forest locations are suitable for ecotourism areas, namely Langpanggang Village and Modung Village, both of which are in Modung District. The analysis results using MEOS management model show that the two locations are suitable to be managed using a semi-primitive concept, namely limiting the construction of permanent structures within ecotourism areas. Analysis of the system dynamics model found that the best scenario for managing ecotourism areas on the south coast of Baangkalan Regency is conservationbased management by establishing a final waste disposal site, focusing on promotion budgets, and following regulations on the use of permitted tourism areas
