Abstract
Well Connection adalah proses penyambungan sumur baru ke fasilitas yang tersedia guna mengalirkan hasil produksi minyak dan gas bumi. Terdapat 11 faktor risiko yang berpengaruh pada biaya dan waktu yang menghambat waktu penyelesaian dan peningkatan biaya dalam pekerjaan well connection. Faktor risiko yang signifikan pengaruhnya terhadap waktu dan biaya perlu dilakukan perencanaan respon risiko guna menurunkan tingkat probabilitas dan dampak. Penentuan opsi respon risiko dilakukan dengan metode Bow-Tie Analysis (BTA) dilanjutkan dengan Focus Group Discussion (FGD) untuk memvalidasi opsi yang paling tepat. Metode FGD dilakukan bersama dengan personel yang berpengalaman seperti manajer proyek, senior engineer, site superintendent dan supervisor yang terlibat dalam pekerjaan. Analisa risiko sisa dilakukan dengan melakukan penilaian terhadap tingkat probabilitas dan dampak pada faktor risiko setelah dilakukan respon terhadap risiko. Analisa risiko sisa juga dilakukan dengan menilai besaran biaya respon risiko yang timbul dengan metode FGD. Dalam menentukan opsi terbaik perlu dilakukan analisa dengan bantuan metode Simple Additive Weighting (SAW) dengan kriteria dan pembobotan alokasi poin, data responden diperlukan untuk menilai kesesuaian opsi respon risiko berdasarkan kriteria. Hasil akhir dari penelitian ini diketahui bahwa terdapat 34 faktor penyebab terjadinya risiko yang kemudian dilakukan 75 opsi respon risiko preventif dan 38 opsi respon kuratif. Dari penerapan respon risiko tersebut menghasilkan penurunan tingkat probabilitas sebanyak 52.56%, penurunan dampak terhadap biaya sebanyak 25.96% dan penurunan dampak terhadap waktu sebanyak 28.43%. Hasil evaluasi risiko sisa dibutuhkan biaya respon sebesar $57.200,33. Pilihan respon risiko terbaik untuk setiap risiko yang diperoleh dengan menggunakan metode SAW antara lain perlunya menunjuk seorang pemimpin dalam operasi simultan dan mengadakan rapat harian, merevisi kontrak terkait ketentuan penyediaan material dan mengubah model kontrak menjadi perjanjian garis besar, menjadwalkan pergerakan rig sesuai dengan pasang surut, penggunaan material dari preserved well dan memberikan gambar sumur generik, dan perencanaan kerja yang detail berdasarkan kompleksitas dan pengawasan yang intensif.

Well-connection connects a new well to an existing facility for flowing oil and gas production. There are 11 risk factors that affect cost and the completion time, and increase costs in well-connection operations. Risk factors that significantly affect time and cost need to be solved using risk response planning to reduce the level of probability and impact. Determining the risk response options is done using the Bow-Tie Analysis (BTA) method, followed by a Focus Group Discussion (FGD) to validate the most appropriate option. The FGD method is carried out with experienced personnel such as project managers, senior engineers, site superintendents, and site supervisors who are involved with this job. Residual risk analysis is carried out by assessing the probability level and the impact. Residual risk analysis is also carried out by evaluating the amount of risk response costs using the FGD method. In determining the best option, it is necessary to analyze the response using Simple Additive Weighting (SAW) method with the criteria and allocating weight each criteria. Then, the respondent data is needed to assess the suitability of the risk response options based on specific criteria. The final results of this study are 34 factors that cause risk, then 75 preventive risk response options, and 38 curative response options can be done. Implementing this risk response can result in a decrease in the probability level of 52.56%, a reduction in the impact on costs by 25.96%, and a reduced 28.43% impact on time. The results of the residual risk evaluation required a response fee of $ 57,200.33. The best risk response options from the development of the SAW method include appointing a leader in simultaneous operations and holding daily meetings, revising contracts related to material supply provisions and changing the contract model to an outline agreement, scheduling rig movements according to sea tides, using materials from preserved wells and providing generic wells picture, and detailed work planning based on complexity and intensive supervision.
