Abstract

Terdampak oleh pandemi COVID-19, kehidupan masyarakat pesisir yang bergantung kepada hasil laut mengalami penurunan, baik aspek kesehatan maupun perekonomian. Oleh karena itu, perlu dilakukan analisis dampak pandemi COVID-19 untuk mengetahui seberapa terdampaknya kehidupan masyarakat yang kemudian dapat ditentukan mitigasi untuk mengurangi atau mengatasinya. Tugas Akhir ini membahas faktor-faktor penyebab menurunnya kesejahteraan masyarakat dan probabilitasnya, risiko dampak COVID-19 dan mitigasinya. Dalam melakukan analisis, metode yang digunakan adalah Fault Tree Analysis (FTA) dan Event Tree Analysis (ETA). Dari hasil analisis terdapat 21 faktor yang terbagi menjadi 2 intermediate event yaitu Kesehatan Masyarakat Pesisir munurun dan Perekonomian masyarakat pesisir menurun yang menjadi penyebab kesejahteraan masyarakat pesisir menurun. Dengan probabilitas kesejahteraan masyarakat pesisir menurun sebesar 0,31005429. Kesejahteraan masyarakat pesisir menurun memiliki risiko Pendapatan masyarakat pesisir menurun secara signifikan yang menyebabkan kerugian yang besar dan menyebabkan hutang makin menumpuk, dan risiko terinfeksi oleh COVID besar dan makin banyak yang terisolasi dengan tingkat risk index high. Berdasarkan analisis risiko yang sudah dilakukan rekomendasi mitigasi yang bisa dilakukan adalah bantuan dana serta pengampunan pinjaman bisa dalam bentuk pengampunan bunga hutang, perlunya ditetapkan harga jual dasar dari hasil laut, pencerdasan terkait e-commerce bagi nelayan dan pedagang ikan sehingga dapat mengoperasikan penjualannya secara online, serta diperlukan pemantauan bagi masyarakat terkait penggunaan alat pencegah penyebaran COVID-19 seperti masker dan sarung tangan, pengawasan terkait social distacing dan pencerdasan terkait pentingnya melakukan test pendeteksi COVID-19.

Affected by the COVID-19 pandemic, the lives of coastal communities that depend on marine products have decreased, both in terms of health and economy. Therefore, it is necessary to analyze the impact of the COVID-19 pandemic to find out how affected people's lives are, which can then be determined mitigation to reduce or overcome it. This Final Project discusses the factors causing the decline in public welfare and its probability, the risk of the impact of COVID-19 and its mitigation. In conducting analysis, the methods used are Fault Tree Analysis (FTA) and Event Tree Analysis (ETA). From the results of the analysis, there are 21 factors that are divided into 2 intermediate events, namely Munurun Coastal Community Health and The coastal community's economy is declining which is the cause of the coastal community's welfare declining. With the probability of welfare of coastal communities decreased by 0.31005429. The welfare of coastal communities decreases has a risk The income of coastal communities has decreased significantly which causes huge losses and causes debt to accumulate, and the risk of being infected by COVID is large and more and more are isolated with a high risk index level. Based on the risk analysis that has been carried out, mitigation recommendations that can be done are financial assistance and loan forgiveness can be in the form of forgiveness of debt interest, the need to set the basic selling price of seafood, intelligence related to e-commerce for fishermen and fish traders so that they can operate their sales online, and monitoring is needed for the community regarding the use of tools to prevent the spread of COVID-19 such as masks and gloves, supervision related to social distacing and intelligence related to the importance of conducting COVID-19 detection tests.
