Abstract
Selulosa asetat merupakan turunan dari selulosa. Pembuatan selulosa asetat bertujuan untuk memperbaiki sifat fisik dan kimianya untuk keperluan tertentu. Karakteristik selulosa asetat sendiri berbentuk padatan putih, tak beracun, tak berasa dan tak berbau. Selulosa asetat dibuat dari bahan baku dissolving pulp melalui dua tahap proses utama, yaitu tahap perubahan selulosa menjadi selulosa triasetat di dalam reaktor asetilasi dan merubah selulosa triasetat menjadi selulosa diasetat di dalam reaktor hidrolisis. Pabrik selulosa asetat ini direncanakan akan didirikan di Kota Pelalawan, Provinsi Riau. Dimana salah satu pertimbangan utama pemilihan lokasi ini adalah ketersediaan bahan baku, lahan, dan nilai UMK tenaga kerja. Dengan berdirinya pabrik selulosa asetat ini diharapkan dapat memenuhi pertumbuhan permintaan selulosa asetat di dalam negeri dan meningkatkan taraf hidup penduduk sekitar. Pabrik direncanakan beroperasi secara kontinyu 24 jam selama 330 hari pertahun operasi dengan perencanaan sebagai berikut: a. Kapasitas produksi : 56942.20 ton/tahun b. Jumlah tenaga kerja : 168 orang/hari c. Kebutuhan bahan baku dissolving pulp : 36530.84 ton/tahun
Pabrik ini direncanakan mulai dibangun pada tahun 2022 di Kota Pelalawan, Provinsi Riau dan direncanakan beroperasi pada tahun 2025. Modal diperoleh dengan perbandingan 60% modal sendiri dan 40% modal pinjaman. Pendirian pabrik selulosa asetat memerlukan biaya investasi modal tetap (fixed capital) sebesar Rp.440,656,664,338.14, modal kerja (working capital) Rp77,762,940,765.55, investasi total Rp. 518,419,605,103.69, biaya produksi per tahun Rp3,511,729,478,099 dan hasil penjualan per tahun Rp. 6,601,666,700,041.43. Dari analisa ekonomi didapatkan Internal Rate of Return sesudah pajak sebesar 19.6%, POT sesudah pajak 3,3 tahun, dan nilai NPV adalah Rp6,933,371,159,281. Dari hasil uraian di atas, ditinjau dari segi teknis dan ekonomis, pabrik selulosa asetat ini layak didirikan.

Cellulose acetate is a derivative of cellulose. The manufacture of cellulose acetate aims to improve its physical and chemical properties for certain purposes. Characteristics of cellulose acetate itself is a white solid, non-toxic, tasteless and odorless. Cellulose acetate is made from dissolving pulp through two main processes, namely the conversion of cellulose to cellulose triacetate in the acetylation reactor and the conversion of cellulose triacetate to cellulose diacetate in the hydrolysis reactor. The cellulose acetate factory is planned to be established in Pelalawan City, Riau. Where one of the main considerations for choosing this location is the availability of raw materials, land, and the value of the minimum wage for labor. With the establishment of the cellulose acetate factory, it is hoped that it can meet the growing demand for cellulose acetate in the country and improve the living standards of the surrounding population. The factory is planned to operate continuously 24 hours for 330 days per year of operation with the following planning: a. Production capacity: 56942.20 tons/year b. Number of workers: 168 people/day c. Cornstarch raw material needs: 36530.84 tons/year This factory is planned to start construction in 2022 in Pelalawan, Riau and is planned to operate in 2025. The capital is obtained with a ratio of 60% own capital and 40% loan capital. The establishment of a cellulose acetate factory requires fixed capital investment costs of Rp.440,656,664,338.14, working capital of Rp77,762,940,765.55, total investment of Rp. 518,419,605,103.69, production costs per year of Rp3,511,729,478,099 and annual sales of Rp. 6,601,666,700,041.43. From the economic analysis, it was found that the Internal Rate of Return after tax was 19.6%, POT after tax was 3.3 years, BEP 50.98% and the NPV value was Rp6,933,371,159,281. From the results of the above description, from a technical and economic point of view, this cellulose acetate plant is feasible to establish
