Abstract

Dengan adanya ketergantungan pada TI membuat penerapan teknologi menjadi meningkat. Organisasi pada penerapan TI juga perlu memastikan melibatkan keterlibatan stakeholder. Penelitian ini bertujuan untuk mengeksplorasi peran keterlibatan stakeholder yang efektif pada penerapan TI. Dengan menggunakan data kualitatif metode pendekatan studi kasus untuk menggali isu dan permasalahan yang dihadapi di lapangan.
Studi kasus penelitian ini adalah penerapan Sistem Informasi Manajemen Keuangan Daerah (SIMKEUDA) pada tahap pengelolaan penganggaran proses input Rencana Kerja dan Anggaran-Satuan Kerja Perangkat Daerah (RKA-SKPD) di Kabupaten Pamekasan. Indorman yang digunakan yaitu stakeholder penyelenggara yaitu BPKPD dan stakeholder pengguna yang mewakili OPD dengan satuan Prioritas Dan Plafon Anggaran Sementara (PPAS) satuan milyar, puluhan milyar, dan raturan milyar. berasal dari organisasi penyelenggara Adapun pada pemanfaatan SPBE ini, Pemerintah Kabupaten Pamekasan telah mendapatkan nulai cukup pada evaluasi SPBE tahun 2021.
Hasil penelitian ini menunjukkan jika level keterlibatan berada pada collaborate, sedangkan keterlibatan yang terjadi karena keterpaksaan, akan tetapi meskipun berangkat dari keterpaksaan seluruh organisasi perangkat daerah (OPD) juga terlibat manajemen risiko dan peningkatan pemahaman. Kontribusi teoritis penelitian ini menjadi menambah diskusi tentang penggunaan model keterlibatan stakeholder pada teori stakeholder dan dapat menginformasikan aktivitas keterlibatan stakeholder pada pelaksanaan TI di OPD =================================================================================================================================
With the dependence on IT, the application of technology has increased. Organizations in implementing IT also need to ensure involving stakeholder involvement. This study aims to explore the role of effective stakeholder engagement in IT implementation. Using qualitative data, the case study approach method is used to explore issues and problems encountered in the field.
The case study of this research is the application of the Regional Financial Management Information System (SIMKEUDA) at the budgeting management stage of the input process for Work Plans and Budgets-Regional Work Units (RKA-SKPD) in Pamekasan Regency. The indormans used were implementing stakeholders, namely BPKPD and user stakeholders representing OPD with Priority and Temporary Budget Ceiling units (PPAS) units of billions, tens of billions, and hundreds of billions. comes from the implementing organization. As for the utilization of this SPBE, the Pamekasan Regency Government has received a sufficient score in the 2021 SPBE evaluation.
The results of this study indicate that the level of involvement is at the collaborate, while the involvement that occurs is due to compulsion, but even though it departs from compulsion all regional apparatus organizations (OPD) are also involved in risk management and increasing understanding. The theoretical contribution of this research adds to the discussion about the use of stakeholder engagement models in stakeholder theory and can inform stakeholder engagement activities in the implementation of IT in OPD
