Abstract

Akurasi terhadap Pengukuran Target Off-Block Time (TOBT) sebagai salah satu tahapan implementasi Airport Collaborative Decision Making (A-CDM) akan mampu menghasilkan efektifitas dan efisiensi yang terukur serta mampu mengorkestrasi kegiatan operasional bandar udara, khususnya di Bandara Udara Internasional Soekarno-Hatta sebagai bandara terbesar dan tersibuk di Indonesia.

Bandara udara yang memiliki 3 Terminal penumpang dengan kapasitas total sebesar 43 juta penumpang per-tahun, Terminal kargo dengan kapasitas 600.000 ton per-tahun serta dukungan 3 landasan pacu (runaway) ini merupakan bagian dalam tatanan konsep Air Traffic Flow Management (ATFM) secara Multinodal sehingga keberlangsungan tata kelola informasi (Information Sharing) diharapkan mampu berjalan secara optimal melalui dukungan teknologi sehingga menciptkan tingkat ketapan waktu penerbangan (punctuality) yang sangat baik.

Melalui penggunaan metode Matriks IFE dan EFE, Matriks SWOT, SPACE Matrix, Kano Model, dan QSPM Strategy diketahui bahwa hasil IFE tercapai sebesar 3,089 yang menandakan bahwa faktor internal Bandar Udara Internasional Soekarno-Hatta cukup kuat. Hasil EFE sebesar 2,294 yang mengartikan kerbahasilan yang cukup untuk menarik peluang dari eksternal dan menghindari ancaman yang akan ditimbulkan sehingga hal ini memposisikan Bandar Udara Internasional Soekarno-Hatta di kuadran 1 pada matriks Space. Sehingga diharapkan perusahaan dapat menciptakan lebih banyak keunggulan melalui kesempatan yang ada melalui alternatif strategi utama adalah Backward Forward Horizontal Integration yang dihasilkan dari matriks QSPM dengan pencapaian nilai sebesar 5,490 diikuti selanjutnya oleh alternatif strategi Pengembangan Pasar sebesar 5,583 dan Penetrasi Pasar sebesar 4,171. ============================================================================================================================

Accuracy in Target Off-Block Time (TOBT) as one of the stages of implementing Airport Collaborative Decision Making (A-CDM) will be able to produce measurable effectiveness and efficiency and be able to orchestrate airport operational activities, especially at Soekarno-Hatta International Airport as Indonesia's largest and busiest airport.

Airport which has 3 passenger terminals with a total capacity of 43 million passengers per year, a cargo terminal with a capacity of 600,000 tons per year and the support of 3 runways, is part of the Multinodal Air Traffic Flow Management (ATFM) concept. so that the continuity of information governance (Information Sharing) is expected to be able to run optimally through technological support so as to create a very good level of punctuality.

Through the use of the IFE and EFE Matrix, SWOT Matrix, SPACE Matrix, Kano Model, and QSPM Strategy it is known that the IFE result is 3.089 which indicates that the internal factor of Soekarno-Hatta International Airport is quite strong. The EFE result is 2,294 which means sufficient success to attract external opportunities and avoid threats that will arise so that this positions Soekarno-Hatta International Airport in quadrant 1 of the Space matrix. So that it is hoped that the company can create more advantages through existing opportunities through the main strategic alternatives, namely Backward Forward Horizontal Integration resulting from the QSPM matrix with an achievement value of 5,490 followed by an alternative strategy of Market Development of 5,583 and Market Penetration of 4,171.
