Abstract

Dalam proyek pembangunan Mall ABC mengalami kendala keterlambatan dalam penyelesaian proyek. Penelitan sebelumnya mengambil studi kasus tersebut untuk mengidentifikasi faktor – faktor penyebab keterlambatan menggunakan metode House of Risk (HOR). Dari hasil penelitian didapatkan beberapa faktor keterlambatan dan dipilih 3 faktor yang menjadi prioritas. Dari 3 faktor prioritas tersebut dibuatlah aksi mitigasi untuk mencegah atau mengurangi risiko keterlambatan pada proyek. Namun untuk faktor – faktor lain yang tidak termasuk dalam prioritaas diabaikan sehingga metode ini kurang lengkap dalam membuat aksi mitigasinya. Pada tesis ini akan mencoba menggunakan pendekatan lain yaitu metode Metode Fault Tree Analysis (FTA) dan Metode Event Tree Analysis (ETA) untuk mengetahui perbedaan hasil dari HOR dan FTA+ETA menggunakan kriteria pembanding yaitu faktor keterlambatan dan aksi mitigasi. Dari hasil penelitian, HOR didapatkan 3 faktor penyebab keterlambatan yaitu adanya perubahan gambar, kurang koordinasi oleh owner, dan adanya penambahan lingkup kerja. Sedangkan FTA+ETA, Keterlambatan penyelesaian proyek disebabkan oleh pihak Subkontraktor dengan faktor keterlambatannya yaitu, adanya perbedaan harga dasar material, berkas pembayaran material tidak sesuai dan sumber material berasal dari luar negeri. Untuk Aksi mitigasi HOR yaitu melakukan komunikasi dan koordinasi yang baik dengan Owner, membuat prosedur pembuatan dan perubahan gambar dan membuat check list yang komprehensif. Sedangkan Aksi mitigasi FTA+ETA, membentuk suatu skenario outcome dari aksi mitigasi dan konsekuensi dampak keterlambatan apabila gagal melakukan mitigasi.

In the ABC Mall development project, there were problems with delays in project completion. Previous research took the case study to identify factors causing delays using the House of Risk (HOR) method. From the research results obtained several factors of delay and selected 3 factors to be a priority. From these 3 priority factors, mitigation actions are made to prevent or reduce the risk of project delays. However, other factors that are not included in the priority are ignored so that this method is incomplete in making mitigation actions. This thesis will try to use another approach, namely the Fault Tree Analysis (FTA) method and the Event Tree Analysis (ETA) method to find out the differences in the results of HOR and FTA+ETA using comparison criteria, namely delay factors and mitigation actions. From the research results, HOR found 3 factors causing delays, namely a change in image, lack of coordination by the owner, and an addition to the scope of work. While FTA + ETA, delays in project completion are caused by the subcontractor with the delay factor, namely, there is a difference in the basic price of the material, the material payment file is not appropriate and the source of the material comes from abroad. For HOR mitigation actions, namely carrying out good communication and coordination with the Owner, making procedures for making and changing drawings and making a comprehensive check list. Meanwhile, the FTA+ETA mitigation action forms an outcome scenario of the mitigation action and the consequences of the impact of delays if the mitigation fails.
