Abstract
Tahun 2019, Pelabuhan Paciran menambah layanan barang yang mampu meningkatkan Pendapatan Asli Daerah (PAD). Pemerintah Daerah Kabupaten Lamongan berupaya untuk mengoptimalkan kinerja pelabuhan tersebut dengan merencanakan pengembangan pelabuhan dengan mempertimbangkan arus muatan dan kinerja eksisting. Tujuan dari Tugas Akhir ini adalah untuk mengetahui kondisi dan kinerja eksisting Pelabuhan Paciran, menentukan wilayah cakupan hinterland Pelabuhan Paciran dan mengetahui potensi muatan dari masing-masing wilayah tersebut, serta untuk mengetahui evaluasi perencanaan pelabuhan agar dapat melayani seluruh potensi permintaan. Analisis potensi muatan dilakukan terhadap 23 kecamatan wilayah hinterland di Kabupaten Lamongan, Gresik, Tuban, Bojonegoro dan Ngawi, dengan menggunakan metode regresi dan time series forecasting. Proyeksi potensi muatan terbesar dalam periode tinjauan 20 tahun adalah 1.108.523 ton, sehingga dibutuhkan luas dermaga (277 m x 26 m), luas lapangan penumpukan (LP) 29.286 m2, luas gudang 1.472 m2 dan alat excavator 3 (tiga) unit atau Harbour Mobile Crane (HMC) 1 (satu) unit. Bila dibandingkan dengan kondisi eksisting, fasilitas dermaga, LP, dan gudang yang tersedia memiliki ukuran dan kapasitas yang lebih besar dari kebutuhan, sehingga belum diperlukan penambahan. Kemudian, dibutuhkan penambahan alat bongkar muat dengan alternatif penambahan alat excavator dan HMC. Alternatif penambahan excavator 2 (dua) unit pada tahun 2025 dan 2038 dengan investasi Rp 934.983.000, layak dilakukan dengan nilai net present value (NPV) dan Internal Rate of Return (IRR) terbesar serta bernilai positif yaitu NPV Rp 1.488.889.800 dan IRR 14,84%.

In 2019, Paciran Port added cargo services that were able to increase Regional Original Revenue (PAD). The Regional Government of Lamongan Regency seeks to optimize the performance of the port by planning the development of the port taking into account the flow of cargo and existing performance. The purpose of this Final Project is to find out the existing condition and performance of Paciran Port, determine the coverage area of Paciran Port hinterland and know the cargo potential of each of these areas, as well as to know the evaluation of port planning so that it can serve all potential demands. Load potential analysis was carried out in 23 sub-districts in the hinterland region of Lamongan, Gresik, Tuban, Bojonegoro and Ngawi, using the regression method and time series forecasting. The largest potential payload projection in the 20-year review period is 1.108.523 tonnes, so that a wharf area (277 m x 26 m) is required, 29.286 m2 stacking yard area (LP), 1.472 m2 warehouse area and 3 (three) units of excavator or Harbor Mobile Crane (HMC) 1 (one) units. When compared to the existing conditions, the available wharf, prison and warehouse facilities have a larger size and capacity than required, so no additions are needed. Then, additional loading and unloading equipment is needed with the alternative addition of excavators and HMC. An alternative to adding 2 (two) excavator units in 2025 and 2038 with an investment of IDR 934.983.000, is feasible with the largest and positive net present value (NPV) and Internal Rate of Return (IRR), namely NPV IDR 1.488.889.800 and IRR 14,84%.
