Abstract
Sebagai daerah tujuan wisata, Raja Ampat banyak dikunjungi wisatawan sehingga angkutan penyeberangan memiliki peranan sangat penting. Sistem charter yang ada saat ini menyebabkan tarif angkutan sangat tinggi. Selain itu belum ada rute terjadwal yang melayani pariwisata antar pulau. Hal ini memerlukan perencanaaan rute yang sesuai dan dapat melayani seluruh pulau. Dengan adanya layanan terjadwal diharapkan wisatawan dapat berkunjung dengan tarif yang terjangkau. Tugas Akhir ini bertujuan untuk mengetahui pola kunjungan wisatawan di Kabupaten Raja Ampat serta untuk merancang pola operasi yang paling optimum. Metode yang dipakai adalah saving matrix untuk mendapatkan rute paling optimum dengan batasan kapasitas maksimum waktu perjalanan. Hasil analisis menunjukkan bahwa, terdapat 3 (tiga) rute multiport yang memberikan biaya minimum yaitu Falaya-Puncak Dafalen-Love Logoon-Falaya dengan biaya satuan Rp 401.463, Falaya-Telaga Bintang-Piaynemo-Falaya dengan biaya satuan Rp. 337.971, serta Falaya-Cape Kri-Sawandarek-Arborek-Pasir Timbul dengan biaya satuan Rp.269.815.

As a tourist destination, Raja Ampat is frequently visited so that sea transportation plays very important role. The existing charter system makes the transportation fare is high. Besides, the regular route this not available. This requires proper route planning and can serve the entire islands With scheduled services, tourists are expected to be able to visit at affordable rates. This Final Project aims to design the most optimal operating pattern with the lowest unit cost to support tourism in Raja Ampat Regency. The method for planning travel routes uses the saving matrix method to get the most optimum route. The Saving Matrix method is used to determine the optimum route with a maximum capacity limit of travel time. The results of the analysis show that 3 (three) multiport routes provide a minimum cost, namely, Falaya-Puncak DafalenLove Logoon-Falaya with a unit cost of Rp. 401,463, Falaya-Telaga Bintang-Piaynemo-Falaya with a unit cost of Rp. 337,971, as well as Falaya-Cape Kri-Sawandarek-Arborek-Pasir Timbul with a unit cost of Rp. 269,815.
