Abstract

Kendala ketersediaan infrastuktur pelabuhan yang memadai di Indonesia seringkali dihadapi dengan masalah pendanaan. Pemerintah berupaya untuk mengatasinya dengan melibatkan pihak swasta dalam pengelolaan pelabuhan. Kerjasama Pemanfaatan (KSP) merupakan bentuk pengelolaan pelabuhan yang melibatkan partisipasi pihak swasta dalam mengelola aset pelabuhan berupa barang milik negara. Pelaksanaan KSP di bidang infrastruktur pelabuhan pertama kali terjadi di Pelabuhan Probolinggo. Objek KSP berupa fasilitas pelabuhan : Dermaga I dan II, Trestle, Causeway, dan Tanah Reklamasi 8.9 Ha. Perjanjian KSP selama 30 Tahun dengan kewajiban pembayaran tarif KSP oleh Mitra KSP berupa Kontribusi Tetap dan Pembagian Keuntungan. Kontribusi tetap pada tahun pertama senilai Rp. 2,23 Miliar dengan kenaikan 4.55% per tahun dan pembagian keuntungan sebesar 25.16% terhadap Gross Revenue. Seiring dengan pelaksanaan KSP di Pelabuhan Probolinggo, dihadapkan oleh permasalahan terhadap besaran pembagian hasil yang kurang sesuai menurut Badan Usaha Pelabuhan (BUP). Diperlukan solusi dengan menentukan modal pembagian keuntungan yang paling tepat secara finansial dan manfaat. Modal pembagian keuntungan ditentukan terhadap variasi dasar pengenaan tarif (Gross Revenue dan/atau Gross Profit) dengan proporsi pembagian keuntungan (%p) terhadap Investasi antar pihak, PP No. 27 Tahun 2014, dan proporsi eksisting dan terhadap Analisis kelayakan finansial antar pihak (Pemerintah : BUP). Model yang paling sesuai secara kelayakan finansial dan manfaat adalah model pembagian keuntungan terhadap gross revenue dengan proporsi pembagian keuntungan (%p) sebesar 16.76% : 83.34% (Pemerintah : BUP). Model dipilih dengan pertimbangan arus kas selama dan setelah proyek KSP dan Tarif KSP

Limitations in obtaining adequate port infrastructure in Indonesia are often faced with funding problems. The government seeks to overcome that by involving private party in port development. Utilization Cooperation (KSP) is a form of port management scheme that involves the participation of private party in managing port assets in the form of state property. The first implementation of KSP in port infrastructure took place at Probolinggo Port. The object of KSP consists of port facilities in the form of Jetty I and II, a trestle, a causeway, and 8.9 ha of reclamation land. The KSP agreement is implemented for 30 years, with KSP Partners having the obligation to pay KSP rates in the form of a fixed contribution and profit sharing. A fixed contribution value of Rp. 2.23 billion in the first year, with an annual increase of 4.55% and profit sharing of 25.16% of gross revenue. Along with the implementation of the KSP at Probolinggo Port, it is faced with problems with the amount of profit sharing that is not appropriate according to the Port Business Entity (PBE). A solution is needed by determining the most appropriate profit-sharing model financially and benefits. Variations in the basis for imposing tariffs (gross revenue and/or gross profit) with the proportion of profit sharing (% p) on investment between parties, PP No. 27 of 2014, and the proportion of existing and on the financial feasibility analysis between parties (the government and the PBE) determine the profit sharing model. The most appropriate model in terms of financial feasibility and benefits is the profit sharing model for gross revenue with a proportion of profit sharing (% p) of 16.76% : 83.34% (Government : PBE). The profit-sharing model was selected with consideration of the cash flow during and after the KSP project and the KSP tariff
