Abstract
Meski pemerintah Kota Surabaya telah mengupayakan pengembangan pusat wisata bahari dengan konsep ekowisata di kawasan pesisir Kecamatan Bulak, namun rendahya dampak ekonomi, modal sosial, serta kesadaran masyarakat lokal dalam pengembangan pariwisata mengindikasikan adanya permasalahan partisipasi masyarakat lokal dalam program pengembangan pariwisata. Penelitian ini bertujuan untuk merumuskan konsep pengembangan ekowisata berbasis partisipasi masyarakat di Kawasan Pesisir Bulak Surabaya. Paradigma penelitian yang digunakan adalah intersubjective dimana penelitian melibatkan sudut pandang sosiokultural. Stretegi penelitian yang digunakan adalah kualitatif dimana memahami dan menafsirkan fenomena dalam kondisi alami. Teknik pengumpulan berupa observasi, wawancara mendalam, studi literatur, dan studi instantsi. Teknik analisis terdiri dari walktrough analysis, grounded theory, serta triangulasi untuk merumuskan konsep pengembangan. Hasil dari penelitian ini menemukan bahwa terdapat tiga kampung nelayan yang dapat dikembangkan menjadi destinasi ekowisata yaitu : Kampung Nelayan Cumpat dengan potensi wisata pantai dan pengolahan kulit kerang menjadi kerajinan paving sebagai upaya pelestarian, Kampung Nelayan Kejawan Lor dengan potensi wisata ikan asap dan pengolahan ikan asap secara zero waste sebagai upaya pelestarian, serta Kampung Nelayan Sukolilo Baru dengan potensi olahan kerupuk ikan dengan pengelolaan bank sampah sebagai upaya pelestarian. Hasil analisis menemukan bahwa kelompok masyarakat dengan tingkat partisipasi tertinggi ditemukan di Kampung Nelayan Cumpat yaitu pada tingkat “delegasi kekuasaan”. Sedangkan pada Kampung Nelayan Kejawan Lor dan Kampung Nelayan Sukolilo Baru ditemukan bahwa tingkat partisipasi tertinggi oleh kelompok masyarakat hanya berada pada tingkat “menginformasikan”. Terdapat dua lingkup pengembangan untuk mewujudkan destinasi ekowisata, yang pertama dari aspek ekowisata dilakukan dengan menerapakan pengembangan terintegrasi baik inter maupun intra destinasi. Pengembangan inter destinasi dilakukan dengan mengembangkan destinasi berdasarkan keunggulan kompetitif potensi ekowisata yang dimilki serta setiap destinasi diintegrasikan dengan layanan moda transportasi, sedangkan pengembangan intra destinasi dilakukan dengan mengimplementasikan pembagian ruang ekowisata menjadi ruang penerimaan, ruang penyangga (zona edukasi), dan ruang inti ekowisat (zona atraksi wisata). Sedangkan lingkup kedua adalah aspek pengembangan masyarakat yang dilakukan dengan memberikan pelatihan tersertifikasi untuk meningkatkan kemampuan hard skill dan soft skill, serta bersinergi dengan universitas / NGO (pendampingan keterampilan), pemerintah (pendampingan regulasi), dan perusahaan swasta / BUMN (pendampingan pendanaan)

Although the Surabaya City government has made efforts to develop a marine tourism center with an ecotourism concept in the coastal area of Bulak District, the low economic impact, low social capital, and low local community awareness of tourism development indicate that there are problems with local community participation in tourism development programs. This study aims to formulate the concept of community participation-based ecotourism development in the Bulak Coastal Area of Surabaya. The research paradigm used is intersubjective, where the research involves a sociocultural point of view. The qualitative research strategy was used to understand and interpret phenomena in natural settings. Collection techniques in the form of observation, in-depth interviews, literature studies, and institutional studies. Analysis techniques consist of walkthrough analysis, grounded theory, and triangulation to formulate development concepts. The results of this study found that there are three fishing villages that can be developed into ecotourism destinations, namely: Cumpat Fisherman's Village with potential for beach tourism and processing of shells into paving crafts as a conservation effort, Kejawan Lor Fishermen's Village with potential for smoked fish tourism and smoked fish processing zero waste as a conservation effort, and Sukolilo Baru Fishermen's Village with the potential for processed fish crackers and waste bank management as a conservation effort. The results of the analysis found that the community group with the highest level of participation was found in the Cumpat Fisherman's Village, namely at the "delegation of power" level. Whereas in the Kejawan Lor Fishermen's Village and the Sukolilo Baru Fishermen's Village, it was found that the highest level of participation by community groups was only at the "informing" level. There are two types of development that can be used to create ecotourism destinations. The first is ecotourism development, which is carried out by implementing integrated development for both inter- and intra-destinations. Inter-destination development is carried out by developing destinations based on the competitive advantages of ecotourism potential, and each destination is integrated with transportation mode services, while intra-destination development is carried out by implementing the division of ecotourism space into reception rooms, buffer rooms (educational zones), and ecotourism core spaces (tourist attractions zones). While the second scope is the community development aspect, which is carried out by providing certified training to improve hard skills and soft skills, as well as synergizing with universities or NGOs (skills assistance), the government (regulatory assistance), and private companies or BUMN (funding assistance)
