Abstract

Ilmu pengetahuan dan teknologi dalam manuver kapal telah banyak dikembangkan, diteliti, dan dievaluasi oleh industri maritim sebagai solusi potensial untuk merespon kemajuan pergerakan kapal. Studi ini bertujuan menyajikan pendekatan baru untuk mengevaluasi tingkat keselamatan operasi berlabuh kapal pesiar dengan dan tanpa bantuan kapal tunda. Mengikuti prosedur Penilaian Keselamatan Formal, penilaian risiko kapal yang dipertimbangkan dilakukan yang mengarah pada identifikasi bahaya yang terlibat bersama dengan perkiraan frekuensi dan konsekuensinya sehingga memungkinkan identifikasi bahaya yang paling parah. Marine Shipping Quantitative Risk Assessment (QRA) dilakukan untuk dan bahaya yang teridentifikasi diikuti dengan kerugian ekonomi untuk memperkirakan tingkat risiko dan keselamatan kapal. Selanjutnya, penilaian biaya-manfaat dilakukan untuk mengevaluasi dampak keuangan dari opsi pengendalian risiko yang dipilih. Hasil yang diperoleh menunjukkan bahwa penerapan operasi sandar kapal pesiar tanpa bantuan tunda di Pelabuhan Benoa menunjukkan frekuensi kecelakaan yang rendah dan dapat diterima, meskipun untuk grounding tertinggi dengan frekuensi per tahun 5.71E-03 untuk kapal dengan 2 bow thruster. Analisis konsekuensi tertinggi memiliki nilai $105,813,148 untuk kerusakan pada state 6. Namun, setelah diterjemahkan ke dalam matriks risiko, kondisi ini berada pada “ruang merah” dan “ruang kuning” yang berarti risiko tidak dapat diterima dan level ALARP, jadi langkah-langkah mitigasi harus dilakukan untuk setidaknya memasuki zona yang “dapat diterima”. Langkah mitigasi yang direkomendasikan adalah menghasilkan penyegaran Standard Operating Procedure (SOP), penyegaran checklist pilotage, dan kapal tunda darurat dengan pengurangan frekuensi hingga 80%. SOP tersebut dibuat beserta lintasannya berdasarkan Maneuvering Modelling Group (MMG) untuk Benoa. Penelitian ini dapat mendukung pemahaman tentang bagaimana proses baru berkontribusi pada keselamatan, efisiensi, dan keberlanjutan lalu lintas maritim dan juga akan berkontribusi pada penyediaan operasi pelabuhan yang lebih efektif dan efisien.

Science and technology in ship’s maneuverability has been widely developed, investigated, and evaluated by the maritime industry as a potential solution to respond to advance the movement of a ship. This study aims at presenting a novel approach to evaluate the safety level of a berthing operation of cruise ships with and without the assistance of tugboat. Following the Formal Safety Assessment procedure, the risk assessment of the considered ship was conducted leading to the identification of the involved hazards along with the estimation of their frequency and consequences thus allowing for the identification of the most severe hazards. Marine Shipping Quantitative Risk Assessment (QRA) is carried out for and the identified the hazards followed by an economic loss to estimate the risk and safety level of the vessel. Furthermore, a cost-benefit assessment is conducted to evaluate the financial impact of selected risk control options. The derived results indicate that the application of cruise ship berthing operations without tug assistance at Benoa Port exhibits low and acceptable accident frequencies, although for grounding is the highest with the frequency per year of 5.71E-03 for ship with 2 bow thrusters. The highest consequence analysis has the value of $105.813.148 for damage state 6. However, after being translated into a risk matrix, this condition is in the “red space” and “yellow space” which means the risk is unacceptable and ALARP level, so mitigation steps must be taken to at least enter the “acceptable” zone. The recommended mitigation steps are to produce a refreshment of Standard Operating Procedure (SOP), refreshment of pilotage checklist, and an emergency tugboat with the reduction of frequency up to 80%. The SOP is produced along with the trajectory based on Manoeuvring Modelling Group (MMG) for Benoa. This research may support the understanding of how the new berthing process contributes to the safety, efficiency, and sustainability of maritime traffic and also shall contribute to the provision of a more effective and efficient port operation.
