Abstract

Pada arus perdagangan global, 80% volume perdagangan dikuasai oleh mobilitas maritim berupa petikemas dan perdagangan ini terus mengalami peningkatan. Keikutsertaan Indonesia dalam mobilitas global menjadi salah satu cita-cita negara maritim terbesar kedua ini. Keikutsertaan dalam perdagangan global tentu perlu diikuti dengan pengembangan di dalam negeri. Hal tersebut dibuktikan dengan adanya PM 107/207 terkait penyeberangan jarak jauh bagi kapal Ro-Ro. Proyeksi Ro-Ro dalam mobilitas masyarakat Indonesia dan distribusi barang cukup menjanjikan. Distribusi petikemas menggunakan Ro-Ro menjadi ide pikiran untuk diterapkan pada pelayaran aktual dengan metode unaccompanied atau muatan tak berpendamping menggunakan KM Dharma Rucitra VII rute pelayaran Surabaya-Maumere sebagai objek penelitian sekaligus pembanding dengan kondisi unaccompanied. Pengamatan, pengolahan data, penentuan distribusi, pembangunan model simulasi diskrit dengan perangkat lunak yang mendukung, verifikasi, validasi dengan uji statistik, dan pengembangan skenario perbaikan dilakukan untuk mendapatkan hasil penelitian. Skenario yang dikembangkan ada 3 yaitu penggunaan petikemas sebagai muatan, penambahan kapasitas lifter, dan pembangunan terminal baru. Berdasarkan perhitungan dan perbandingan di tiap pelabuhan, didapatkan skenario perbaikan ke-5 pada Pelabuhan Tanjung Perak dengan tersedianya lahan parkir untuk muatan tak berpendamping memberikan percepatan waktu muat paling signifikan dari konsolidasi muatan memerlukan waktu 1,512 jam; akumulasi penggunaan lifter selama 2,364 jam; proses muat dek 4 selama 0,909 jam; dan proses muat dek 7 diakumulasikan selama 0,637 jam. Dan skenario perbaikan ke-6 pada Pelabuhan Maumere dengan tersedianya lahan parkir untuk muatan tak berpendamping memberikan percepatan waktu muat paling signifikan dari konsolidasi muatan memerlukan waktu 1,784 jam; akumulasi penggunaan lifter selama 2,209 jam; proses muat dek 4 selama 0,952 jam; dan proses muat dek 7 diakumulasikan selama 0,639 jam. Penggunaan petikemas sebagai muatan juga memberikan penambahan muatan sebesar 23,3% dari yang awalnya 69 angkutan muat menjadi 90 angkutan muat.

In global trade flows, 80% of trade volume is controlled by maritime mobility in the form of containers and this trade continues to increase. Indonesia's participation in global mobility is one of the aspirations of this second largest maritime nation. Participation in global trade certainly needs to be followed by domestic development. This is evidenced by PM 107/207 relating to long-distance crossings for Ro-Ro vessels. Ro-Ro projections in the mobility of Indonesian people and distribution of goods are quite promising. Distribution of containers using Ro-Ro is a thought idea to be applied to existing shipping with the unaccompanied method using KM Dharma Rucitra VII Surabaya-Maumere shipping route as the object of research as well as a comparison with unaccompanied conditions. Observation, data processing, determination of distribution, development of discrete simulation models with supporting software, verification, validation with statistical tests, and development of improvement scenarios are carried out to obtain research results. There are 3 scenarios developed, namely the use of containers as cargo, increasing lifter capacity, and building a new terminal. Based on calculations and comparisons at each port, the 5th improvement scenario at Tanjung Perak Port with the availability of parking lots for unaccompanied cargo providing the most significant acceleration of loading time from cargo consolidation which takes 1.512 hours; accumulated lifter usage for 2,364 hours; deck 4 loading process for 0.909 hours; and the loading process of deck 7 is accumulated for 0.637 hours. And the 6th improvement scenario at Maumere Port with the availability of parking lots for unaccompanied cargo provides the most significant acceleration of loading time from cargo consolidation which takes 1,784 hours; accumulated lifter usage for 2,209 hours; deck 4 loading process for 0.952 hours; and the loading process of deck 7 is accumulated for 0.639 hours. The use of containers as cargo also provides an additional cargo of 23.3% from the initial 69 cargo to 90 cargo.
