Abstract

Potensi terjadinya kebakaran di salah satu kegiatan produksi gas alam yang dilakukan oleh CPP Gundih yang dioperasikan oleh PT. Pertamina sangat tinggi, terbukti dengan salah satu insiden yang pernah terjadi pada tanggal 9 April 2020, yaitu kebakaran pada fasilitas thermal oxidizers. Oleh karena itu, diperlukan penilaian risiko sehingga dapat diketahui seberapa sering frekuensi kejadian muncul dan seberapa besar dampak yang diakibatkan oleh insiden kebakaran. Proses identifikasi bahaya dapat dilakukan dengan metode Hazard and Operability BS IEC 61882:2001. Analisis frekuensi dapat dilakukan dengan metode Fault Tree Analysis (FTA) dan Event Tree Analysis (ETA). Hasil dari metode FTA berasal dari dua top event diantaranya gas release dan oil spilling dengan skenario kebocoran 1-3mm, 3-10mm, 10-50mm, 50-150mm, dan >150mm. Hasil dari metode FTA tersebut diolah dengan metode ETA sehingga dapat diketahui frekuensi setiap dampak kebakaran. Analisis konsekuensi fire modeling didasarkan pada tiga skenario mulai dari 10-50mm sampai dengan >150mm. Skenario 1-3mm dan 3-10mm tidak dimodelkan karena dampak yang dihasilkan kecil dan hampir tidak ada. Analisis konsekuensi dilakukan agar perhitungan radius dan dampak insiden terhadap pekerja dapat diketahui. Setelah itu, risiko diplot pada F-N curve sebagai bentuk evaluasi dengan standar UK Societal Risk Criteria for Process Facility sehingga dapat diketahui bahwa risiko perlu dilakukan mitigasi atau tidak. Berdasarkan representasi risiko jet fire, pool fire, dan flash fire didapatkan hasil yaitu level acceptable dan ALARP, sehingga tidak perlu dilakukan mitigasi dengan metode LOPA (Layer of Protection Analysis) karena tidak didapatkan level unacceptable. Hasil ALARP dapat dilakukan mitigasi berupa implementasi pengamanan dengan tujuan agar frekuensi bahaya tahunan dapat ditekan atau dikurangi.

The potential for a fire to occur in one of the natural gas production activities carried out by CPP Gundih which is operated by PT. Pertamina is very high, as evidenced by one of the incidents that occurred on April 9, 2020, namely a fire at the thermal oxidizer’s facility. Therefore, a risk assessment is needed so that it can be seen how often the frequency of incidents occurs and how big the impact is caused by fire incidents. The hazard identification process can be carried out using the Hazard and Operability BS IEC 61882:2001 method. Frequency analysis can be performed using the Fault Tree Analysis (FTA) and Event Tree Analysis (ETA) methods. The results of the FTA method come from two top events including gas release and oil spilling with leak scenarios of 1-3mm, 3-10mm, 10-50mm, 50-150mm, and >150mm. The results of the FTA method are processed using the ETA method so that the frequency of each fire impact can be determined. The fire modeling consequence analysis is based on three scenarios ranging from 10-50mm to >150mm. Scenarios 1-3mm and 3-10mm are not modeled because the impact is small and almost non-existent. Consequence analysis is carried out so that the calculation of the radius and impact of the incident on workers can be known. After that, the risk is plotted on the F-N curve as a form of evaluation with the UK Societal Risk Criteria for Process Facility standard so that it can be seen whether the risk needs to be mitigated or not. Based on the risk representation of jet fire, pool fire, and flash fire, the results are acceptable and ALARP levels, so there is no need for mitigation using the LOPA (Layer of Protection Analysis) method because no acceptable level is obtained. The results of ALARP can be mitigated in the form of implementing safeguards with the aim that the annual hazard frequency can be suppressed or reduced.
