Abstract
Kabupaten Buleleng merupakan kabupaten yang terletak di sepanjang pesisir utara Provinsi Bali. Kementerian PUPR berharap infrastruktur jalan berupa shortcut ruas Mengwitani-Singaraja turut membantu meratakan perekonomian antara Provinsi Bali bagian selatan dengan utara. Dengan kondisi demikian, maka kebutuhan akan infrastruktur transportasi juga turut meningkat, khususnya terminal penumpang tipe A di Kabupaten Buleleng. Analisis terhadap parameter penentuan lokasi terminal penumpang tipe A diatur dalam Keputusan Menteri Perhubungan Nomor 31 Tahun 1995 tentang Terminal Transportasi Jalan. Pada penelitian ini, data pengamatan langsung diolah menggunakan metode Analytical Hierarchy Process (AHP). Dari hasil perhitungan AHP dilakukan pengolahan data spasial dengan menggunakan metode Proximity Analysis. Data spasial yang digunakan pada penelitian ini adalah data dari Inageoportal, OpenStreetMap (OSM), dan Peta Rencana Tata Ruang Wilayah (RTRW) Kabupaten Buleleng Tahun 2013-2033. Hasil pengolahan data dari penjumlahan pembobotan yang didapatkan yaitu Terdapat 6 kecamatan sebagai rekomendasi lokasi terminal penumpang tipe A di Kabupaten Buleleng. Diantaranya adalah di Kecamatan Gerokgak dengan total luas 350 ha, Kecamatan Seririt dengan total luas 19 ha, Kecamatan Banjar dengan total luas 3 ha, Kecamatan Sawan dengan total luas 58 ha, Kecamatan Kubutambahan dengan total luas 216 ha, dan Kecamatan Tejakula dengan total luas 161 ha. Berdasarkan analisis terhadap peta rencana pola ruang RTRW Kabupaten Buleleng Tahun 2013-2033, lokasi strategis sebagai lokasi terminal penumpang tipe A adalah di Desa Temukus dengan luas 3 ha, Desa Bungkulan dengan luas 23 ha, Desa Giri Mas dengan luas 35 ha, dan Desa Bukti dengan luas 139 ha.

Buleleng Regency is a regency which is located along the north coast of Bali Province. The Ministry of Public Works and Public Housing hopes that the road infrastructure in the form of the Mengwitani-Singaraja shortcut section will help to balance the economy between the southern and northern Bali provinces. Under these conditions, the need for transportation infrastructure has also increased, especially the type A passenger terminal in Buleleng Regency. Analysis of the parameters for determining the location of the type A passenger terminal is regulated in the Decree of the Minister of Transportation Number 31 of 1995 concerning Road Transportation Terminals. In this study, direct observation data were processed using the Analytical Hierarchy Process (AHP) method. From the results of AHP calculations, spatial data processing is carried out using the Proximity Analysis method. The spatial data used in this study are data from Inageoportal, OpenStreetMap (OSM), and the 2013-2033 Buleleng Regency Spatial Planning Map (RTRW). The results of data processing from the sum of the weightings obtained are that there are 6 sub-districts as recommendations for the location of the type A passenger terminal in Buleleng Regency. Among them are Gerokgak District with a total area of 350 ha, Seririt District with a total area of 19 ha, Banjar District with a total area of 3 ha, Sawan District with a total area of 58 ha, Kubutambahan District with a total area of 216 ha, and Tejakula District with a total area of 161 ha. Ha. Based on an analysis of the 2013-2033 RTRW spatial pattern map of Buleleng Regency, strategic locations as an location for the type A passenger terminal are in Temukus Village with an area of 3 ha, Bungkulan Village with an area of 23 ha, Giri Mas Village with an area of 35 ha, and Bukti Village with an area of 139 ha.
